Job Details

Directs & supervises the provision of Human Resources function & services that reflect the agency philosophy & mission, values & standards of the Home Care Industry.  Plans, develops, implements & evaluates Human Resources services functions & activities.  Enforces policies related to all phases of human resources activity by supervising the HR processes through designated HR clerks, facility supervisors and designated personnel with HR responsibilities.  Duties and responsibilities included the following listed below. Other duties may be assigned. SHRM-CP or SHRM-SCP Preferred. Bi-lingual (English & Spanish).


  • Responsible for advertising, interviewing and hiring of new employees;
  • Participates in the new employee orientation program by proving all new employees with an effective General Orientation to the Agency policies, procedures and job expectations;
  • Reviews the Agency New employee orientation program and the annual employee orientation program  on an ongoing basis to ensure  compliance requirements with applicable state and federal laws, licensing regulations and revised agency policies;
  • Supervises the functions that ensure all new hire personnel files are completed timely; 
  • Assist Managers and Supervisors with documenting the new employee’s performance during their 90 day probationary period to ensure appropriate documentation is secured to make a final 90-day performance evaluation;
  • Ensures the integrity and maintenance of HR Data bases and Employee Rosters are maintained current at all times;
  • Serves as a resource to Supervisors and Managers seeking advice regarding conflict resolution and other HR related issues;
  • Manages to ensure compliance of the FMLA agency policy, law and day to day process, ensuring employee on FMLA has complete knowledge and understanding of the policy;
  • Responsible for ensuring all employees separating from employment complete appropriate Employment Exit forms and ensures all  post-employment agency processes are carried out;
  • Ensures the timely response to TWC claims, Subpoenas, and other external correspondence;
  • Works with the Executive Team to coordinate the review of the Major Group Health and supplemental Plans; 
  • Leads the HR team in the annual roll out and open enrollment of the Health Insurance benefits ensuring compliance of agency documented processes;
  • Makes recommendation with proposed revision to applicable HR polices for compliance with corresponding state, federal and agency practices;
  • Assist corresponding Supervisors and Directors in the review and update of Criteria Based Job Descriptions;
  • Assists Supervisors, Directors & Administrator in the development of written counseling’s;
  • Ensures agency is compliance with I-9 documentation;
  • Develops and recommends for distribution training programs to improve performance in the HR Process;
  • Travels to all Agency Branch offices to meet with staff to conduct HR matters and to conduct  audit of HR files;  
  • Documents and distributes routine weekly and monthly productivity and metric reports;
  • Actively participates in the agency QA Committee.
