The following duties are typical of the position, but are not all encompassing. Each person is expected to assist in whatever duties are required to deliver a quality product on schedule.






Maintains and enhances the Company Human Resource position by planning, implementing, and evaluating employee relations and human resources policies, programs, and practices.  This is a one person Human Resources Department with limited administrative assistance.




Essential Functions


  • Conduct recruitment effort for all exempt, nonexempt and temporary workers; writes and places advertisements; works with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations; prepares employees for assignments by establishing and conducting orientation and training programs; monitors career-path program and employee relations counseling.

  • Develops and administers various human resources plans and procedures for all company personnel.

  • Plans, organizes and controls all activities for Human Resources. Participates in developing Company goals, objectives, and systems for Human Resources.

  • Evaluates reports, decisions, and results of Company Human Resources initiatives in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of Company Human Resources and services performed.

  • Maintains historical Human Resource records by designing a filing and retrieval system; keeping past and current records.

  • Develop programs to enhance employee relations and offer employee support to each staff member.

  • Measure employee morale and determine methods for improving overall employee satisfaction.

  • Acts as an employee advocate and liaison between firm executive management and employees.

  • Utilize the Company’s social media platforms to expand the Human Resources and industry networks. Develop additional social media tools and strategies that will develop the most value for the Company. Emerge as a leader in the Company’s social media efforts.

  • Work closely with marketing, business development and Company operations to understand client demographics and needs. Use social media to find business solutions and from a variety of sources.

  • Ensure that the new hire orientation process properly introduces new employees to the corporate culture.

  • Maintains organization staff by establishing a recruiting, testing and interviewing program, counseling managers on candidate selection; conducting and analyzing exit interviews; and recommending changes.

  • Implements and annually updates the compensation program; scheduling and conducting job evaluations; conducts annual salary surveys and develops merit pool (salary budget); analyzes

    compensation; monitors the performance evaluation program and revises as necessary. Monitors and schedules individual pay actions; recommending; planning, and implementing pay structure revisions.

  • Maintains the work structure by updating job requirements and job descriptions for all positions.

  • Develops, recommends, and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures.

  • Develops and maintains affirmative action program; maintains other records, reports and logs to conform to EEO regulations.

  • Establishes and maintains Company Human Resources records and reports. Assists in development and implementation of personnel policies and procedures, prepares and maintains employee handbooks for California and Arizona offices. Participates in staff meetings and attends other meetings, such as seminars. Maintains employee directory.

  • Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; and representing the organization at hearings.

  • Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees, scheduling management conferences with employees, hearing and resolving employee grievances; counseling employees and supervisors.

  • Act as liaison between the company and outside legal and professional resources to ensure that all employment policies follow current laws and regulations.

This position operates in a professional office environment, routinely using standard office equipment.

While performing the duties of this position, the employee is occasionally required to stand; walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; climb stairs; talk or hear. The employee must occasionally lift or move office products or supplies, up to 20 pounds.




Expected Hours of Work


Monday through Friday, 8:00 a.m. to 5:00 p.m. with one hour for lunch.






Travel may be required between the Monrovia, California (headquarters) and the other offices located in Arizona




Required Education and Experience

  • Bachelor’s degree and a minimum of five years of human resource experience.

  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential.
