Overview of Position

The Human Resources Manager of the National Marine Sanctuary Foundation (the Foundation) is a critical member of the operations team, expected to be a talented and forward-thinking leader who ensures day-to-day HR and operational functions are prioritized, and is the primary liaison with the Foundation’s professional employment organization, Insperity. This position requires the ability to lead, plan and oversee human resources and related functions to meet organizational objectives, and the ability to work independently, troubleshoot issues, and take immediate action when necessary.


Reporting to the Vice President, the Human Resources Manager is responsible for the recruiting and onboarding of new employees, coordinating benefits administration, and developing and maintaining a positive employee relations program for 48 staff located in Silver Spring and at field sites. The Human Resources Manager will balance human resources management with ensuring seamless and efficient office operations for staff, including IT, property management, documents and records archival systems, insurance, and other office systems management.




Human Resources

  • Lead Human Resources in a complex headquarters-and-field-site organizational structure to ensure personnel are supported and equipped with the resources required to accomplish organization-wide priorities and objectives.
  • Manage recruitment, hiring, training, and deployment of all staff. Create and/or revise position descriptions and evaluations, guide selection processes, manage candidate correspondence with Operations Assistant, facilitate offers, coordinate team member on-boarding, and maintain applicant records as required by law.
  • Act as day-to-day liaison with employment contractor to coordinate employee benefit systems, including plan selection, member enrollment/termination, open enrollment, and COBRA benefits. Recommend benefit adjustments as appropriate for organizational needs and budgets.
  • Manage all human resource functions, including processing entrance and exit paperwork, monitoring timesheet submission system, organizing and maintaining up-to-date personnel records and directories, overseeing performance evaluation procedures, developing and maintaining organizational documents, and other human resource functions as needed.
  • In collaboration with senior leadership, develop short- and long-term strategies to build and sustain a diverse and inclusive workforce.
  • Maintain comprehensive knowledge of and communicate organizational policies and procedures to ensure compliance with all applicable laws and best practices; monitor individual and organizational compliance with policies and procedures; work with senior leadership to apply disciplinary procedures as appropriate; work with senior leadership to adapt and improve policies and procedures as needed.
  • Address and resolve team member concerns, conflicts, and/or grievances. Provide HR-related coaching to all staff, Directors and/or Managers as needed.
  • Monitor organizational morale and take measures to evaluate employee engagement and fulfillment of organizational values.


Office Operations


  • Provide input for the development of annual operating budget for personnel and headquarters operations.
  • Primary liaison with building owners for issues related to lease, maintenance, parking, and security.
  • Coordinate with senior leadership to select and manage organizational insurance policies and ensure sufficient coverage.
  • Ensure the integrity and functionality of office equipment. Maintain confidential computer, phone and network passwords, and manage software licenses and subscriptions. Work with Operations Assistant to arrange maintenance and order supplies as necessary.
  • Working with the Operations Assistant, act as the liaison for any IT vendors, and ensure the operation of all IT equipment.
  • Working with Operations Assistant, support team with information technology, including basic troubleshooting, connecting with IT service provider for more complex issues or software installation.
  • Preserve organizational archives, and ensure the security of organizational property.
  • Develop systems for improved organizational efficiency and sustainability, including creating organizational documents and forms.
  • Perform other duties as directed; assist with special projects and occasional events as assigned.


Qualifications and Requirements


  • Bachelor’s degree in human resources, business, non-profit management, or similar.
  • At least 3 years of professional employment including specific experience with human resources coordination and management, and knowledge/experience in responsibilities noted above.
  • Exceptional organizational and analytical skills.
  • Meticulous attention to detail and ability to perform under tight deadlines.
  • Diplomatic disposition balanced with ability to defend positions and policies.
  • Ability to work both independently and with others.
  • Flexible team member with a sense of humor and an ability to work quickly and prioritize multiple projects.
  • Facility with a range of software, including Microsoft Word, Excel, PowerPoint and constituent relationship management databases.

Compensation and Benefits: The Human Resources Manager will be paid an annual salary commensurate with experience and education. Benefits include health and dental insurance, a retirement plan (a 403(b) plan for non-profit organizations), a generous leave policy and public transportation subsidy.
