Job Details

The successful candidate will possess the knowledge and leadership skills necessary to lead the following initiatives: 

Benefits Administration
In concert with the PEO, oversee administration of company’s medical, dental, vision, life/AD&D insurance, and 401(k) benefit programs  
Remain abreast of changing market conditions
Ensure timely filing/delivery of necessary tax forms and annual reports 

Performance Management

Establish appropriate performance metrics
Advise managers on goal-setting, coaching, counseling and resolution of work performance issues

Develop performance evaluation process


Oversee administration of annual raises and bonuses
Provide guidance on compensation actions related to promotions and job transfers
Benchmark company salaries against prevailing wage rates to maintain competitive compensation
Provide input during preparation of cost proposals for government contracts
Develop knowledge of foreign compensation practices and regulations

Training and Development

Collaborate with managers to identify staff training needs and improve leadership capabilities
Develop internal career paths and implement succession plans for key positions
Engage vendors to provide training
Oversee administration of compliance training

Policies and Procedures

Develop, implement, update and enforce HR policies and procedures
Provide guidance on policy interpretation

Employee Relations

Facilitate resolution of employee relations issues
Conduct thorough and objective investigations and recommend appropriate disciplinary or other actions
Work with outside counsel to resolve employment-related legal matters
Serve as company liaison for Department of Labor, Equal Employment Opportunity Commission, Occupational Safety and Health Administration and other regulatory agencies

Employee Engagement

Develop employee orientation material and oversee on-boarding process
Manage content for HR section of company’s intranet site
Conduct employee satisfaction surveys
Implement plans to enhance morale, increase employee retention and reduce turnover
Organize company offsite meetings and team-building events
Manage employee termination and out-processing, including exit interviews


Maintain current knowledge of legal regulations, industry trends and best practices in HR
Ensure compliance with U.S. and foreign labor laws and regulations
Conduct self-audit of HR Department to assess effectiveness of HR procedures and controls
Develop and then oversee administration and maintenance of Human Resources Information System (HRIS) and various software applications used by HR

Budget Management

Develop annual HR budget and manage to targets


Bachelor’s degree in Human Resources Management or related field
8 to 10 years of progressively responsible experience in HR

Professional certifications (PHR, SPHR) preferred
Prior experience working in a U.S. Government contracting environment preferred
Ability to meet eligibility requirements for access to classified information; U.S. citizenship required
Knowledge of federal and state employment rules and regulations; knowledge of foreign labor laws a plus
Proactive and engaging management style
Proven track record of being forward thinking and creative
Experience developing and implementing company-wide HR initiatives
Exceptional interpersonal and conflict resolution skills
Excellent verbal and written communication skills
Strong analytical and problem-solving skills
Attention to detail
Ability to prioritize, multi-task and adapt to shifting priorities in fast-paced, deadline oriented environment
Ability to maintain confidentiality of sensitive company and employee information
Knowledge of Microsoft Office Suite and Deltek GCS Premier
