Job Details

Human Resources Managers direct the activities of professional staff in a human resources section of a large operating department, or in a division of the Human Resources Department.  In an operating department, an HR Manager is responsible for a variety of functions including HR strategy and policy development, consulting with and advising managers, labor relations, investigations, administrative hearings, employee transactions and position control, payroll, employee development, safety, recruiting and selection, FMLA/ADA administration, and workforce planning. In the HR Department, incumbents are responsible for program development and policy administration over a major citywide program area such as recruiting and testing, classification and compensation, benefits, safety, employee development, HR shared services, and employee transactions.  Incumbents may be rotated among divisions and sections.  HR Managers have significant supervisory, program development, and administration responsibilities.  Work is performed under the general supervision of an executive or other manager.  This recruitment may be used to fill any current or future vacancies over the life of the eligible (hiring) list.

Currently there is one vacancy in the Water Services Department.  This position supervises an HR section of 13 staff who provide HR services to a department of over 1,400 employees.  The Water Services Department is a 24/7 operation with a diverse workforce (customer service, skilled trades, professional, technical employees, etc.) who work in multiple sites across the Phoenix metropolitan area.  Key HR services provided include employee and labor relations, strategy and policy development, payroll, and personnel transactions.

Requirements

JOB REQUIREMENTS

  • Five years of professional human resources experience with at least three years at a senior professional level.
  • A bachelor's degree in human resources, business or public administration or a related field.

PREFERRED QUALIFICATIONS - For the current vacancy in the Water Services Department

  • Experience advising managers and executives on a broad range of HR topics.
  • Experience working with multiple employee groups (i.e., field, clerical, professional, technical employees and/or labor representatives).
  • Experience supervising professional and administrative staff.
