The City of Virginia Beach, Human Services Department (HSD) seeks an experienced Human Resources (HR) Administrator to manage a team of 8-12 direct reports and be responsible for providing personnel leadership for an average of 1,100 full-time, 300 contracted and 128 part-time staff positions within the Human Services Department.

The scope of oversight for the HR Administrator includes:
  • Hiring and recruitment

  • Training and development

  • Performance management

  • Employee Relations

  • Specialized Leave and Compensation

Responsibilities for the incumbent:

  • Hiring and recruitment of full and part-time staff, interns and volunteers including interviewing and on-boarding

  • Oversight of training and development for new employee orientation, workforce diversity and EEO plans, leadership development, and Internship programs

  • Review of all performance evaluations, employee performance feedback, exit interviews, resignation letters and member survey results to develop a departmental action plan for improving work/life balance and employee engagement

  • In collaboration with the City Attorney’s office, review and track employee relation matters and disciplinary actions to ensure that they are administered fairly, consistently and in compliance with City policies and codes, administrative directives and the regulations of external organizations, such as Virginia Department of Social Services (VDSS) and Department of Behavioral Health and Disability Services (DBHDS)

  • Partner with the Risk Management and Payroll departments to manage and track workman’s compensation claims, special leave approvals (FML, Injury, Light Duty, Military, Leave of Absence, Leave without Pay) and conduct salary surveys

  • Direct and coordinate the department’s budget in personnel and administrative functions, handling complex funding issues and working with changing government mandates

  • Participate in integrative process improvement across the organization’s 60 individual programs

  • Actively participate in developing short and long-term strategic planning goals for the HSD Human Resources division

  • Collaborate with the City Auditor’s office on program or staff incidents requiring report, investigation or response for occurrences related to fraud, waste, and abuse

  • Serve as the primary facilitator to manage time and attendance, finance, risk management and coordinate HR administrative policies and procedure development to ensure timely and required action in accordance with on-going local and state program issues

  • Perform other job duties requiring skills, knowledge and physical requirements as demanded by those duties described or less. Individual assignments will be determined by the supervisor based on then current workloads and department needs


Must possess a minimum of a Master's degree in Social Work or related field with four (4) years of supervisory experience plus four (4) years of direct practical experience. SPECIAL REQUIREMENTS: All employees may be expected to work hours in excess of their normally scheduled hours in response to short-term department needs and/or City-wide emergencies.
