Hiring Range: $50,080 – 65,730

Mecklenburg County is seeking an HR Consultant whose focus will be full life cycle recruitment. The ideal candidate will also have an understanding and experience in other areas of HR including employee relations, performance management, classification and compensation and benefits administration. Supports county objectives and department initiatives in a Human Resources program. Provides HR expertise.


HR Consultant

• Interpret and explain human resources policies, procedures, laws, standards, or regulations.

• Provide consultation and guidance to employees and management in area of expertise.

• Advise employees and management on the proper application of policy and procedures.

• Assist in the preparation and analysis of employment related data and reports.

• Provide employees and management with information or training related to area of expertise.

• Support HR in a variety of projects and initiatives to include, but not limited to, federal & state employment law compliance; assessment/training development and delivery; survey completion and reporting; and policy compliance.

• Independently conducts job analysis. Makes appropriate recommendations.

• Guides and assists managers and supervisors in development and maintenance of job descriptions.

• Researches and analyzes competitive compensation practices in the job market.

Talent Acquisition

• Advise management on organizing, preparing, or implementing recruiting or retention programs.

• Develop or implement recruiting strategies to meet current or anticipated staffing needs.

• Inform job applicants of details such as duties and responsibilities, compensation, benefits, schedules, working conditions, or promotion opportunities.

• Screen employment applications to ensure applicants meet the job requirements.

• Select qualified job applicants and refer them to managers.

• Make hiring recommendations when appropriate.

• Proactively build and maintain a pipeline of qualified talent by leveraging multiple recruiting resources techniques to identify and engage candidates. Must be able to research and generate recruiting leads for open roles.

• Effectively partner with hiring managers to define talent needs and job requirements in order to fill open positions in a timely manner.

• Recruit talent through multiple social media platforms including LinkedIn and resume databases. Experience with LinkedIn Recruiter preferred.

• Manage the entire recruiting process including reviewing job requirements, posting jobs in Peoplesoft and social media platforms, identifying qualified candidates and submitting individuals to hiring managers.

• Provide training to internal customers in recruiting process, including interviewing techniques and provide subject matter expertise on recruiting issues.

• Assist managers in identifying new strategies and programs to attract candidates.

• Build relationships/strong partnerships with Hiring Managers and other key stakeholders while providing a high level of customer service.



Three years of experience in Talent Acquisition/Recruitment, or progressively responsible experience in the various HR functions; or an equivalent combination of education and experience.

Education: Bachelor's degree in Business Administration, Public Administration or Human Resources.

Computer Skills: Must be knowledgeable in Microsoft Word and Excel. PeopleSoft experience preferred.

Licenses and Certifications: North Carolina or South Carolina Driver’s License. Must be able to obtain and maintain a County Operator’s Permit.

Current PHR, SPHR, SHRM-CP, or SHRM-SCP certification preferred.
