The AOC is seeking an experienced workforce planning analyst to partner with senior managers, human capital components and other stakeholders to drive a strategic process for identifying and addressing gaps in workforce needs with regard to size, critical skills and core competencies. The position is located in the Architect of the Capitol, Office of the Chief Administrative Officer (CAO), Human Capital Management Division (HCMD), Talent Acquisition and Classification Branch (TAC). TAC is a dynamic, customer-centric organization that provides human capital services covering recruitment, position classification and workforce planning solutions. TAC actively seeks talented candidates who are resourceful and mission-focused to spearhead the agency's position management program, tracking and analyzing positions across various jurisdictions. Excellent communication skills are required to interact and work closely with jurisdiction clients and various stakeholders.


The ideal candidate will have solid critical thinking skills, expertise in workforce planning and data analytics, be self-directed, motivated and comfortable working in an extremely fast-paced environment with evolving priorities. Flexibility and adaptability are key attributes needed for success. The incumbent will function as an engaged human resources professional working collaboratively with a diverse group of leaders and clients while fostering AOC’s core values of teamwork, integrity, professionalism, pride and safety.



Specific responsibilities include:


  • Executing a robust and strategic workforce planning program that aligns with the AOC’s workforce needs and mission objectives.

  • Collaborating and administering the agency’s position management program. Administering the program’s process and position controls, and tracking position utilization.

  • Leading the design and development of new organizational structures and positions.

  • Preparing and presenting complex statistical and narrative reports for the Human Capital Management Division and senior leadership, and making appropriate recommendations on workforce and organizational issues.

  • Developing hiring and turnover metrics and other workforce trends.

  • Overseeing the administration of AOC’s pre-employment suitability and exit interview processes.
