Job Details

Serves as a key member of the HR Management Team, providing guidance and direction in the areas of payroll support and policies and procedures.  Performs complex analysis, prepares reports, and provides responses to questions on a full range of HR issues, policies and procedures. Supervises payroll preparation and input of wage, rates and personnel data; performs as a key resource for accurate payroll processing and reporting. Supervises payroll staff and oversees current PeopleSoft Human Resources Management Systems (HRMS). Completes a wide range of special projects, as assigned.

Generalist Responsibilities
  1. Prepare, update and maintains the College's HR policies and procedures, and collective bargaining agreements.  Provides policy and procedure interpretation as a member of the HR Management Team for a full range of human resource issues. Update and recommend policies as warranted by new regulations or Board requirements.
  2. Responsible for managing personnel record keeping related to new hires, employee appraisals, promotions, transfers, separations. Manages and analyzes data and key statistics for record-keeping, assessment and strategic purposes.
  3. Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.
  4. Ensures compliance with all state and federal discrimination and employment regulation
  5. May be assigned a wide variety of projects related to areas such as salary surveys, policy research, workforce planning, succession planning, affirmative action, performance management and training.
  6. Participate in various committees and meetings representing the department.
  7. Lead, coordinate and participate in recognition, employee events, and activities.
Payroll Support Administration
  1. Manage the authorizations of personnel change adjustments to ensure proper and quality input into PeopleSoft HRMS.
  2. Assist in the quality review and analysis of salary input to correct errors and maintain integrity of data.
  3. Supervisor and evaluate personnel payroll employees
  4. Provide staff members with policy interpretations and personnel/payroll procedures and resolve concerns in a courteous, confidential and timely manner.
  5. Design, perform and supervise a wide range of complex HR data analysis.
  6. Provide alternatives and make recommendations to Vice-President of Human Resources on major payroll issues.
  7. Address and anticipate annual personnel payroll audit needs and develop and initiate improvement processes as identified.
  8. Assist in the employment reporting as it relates to personnel payroll functions necessary to ensure the College's compliance with Federal and State employment laws.
  9. Compile personnel payroll/benefit data, and expense/budget information for Human Resources and requesting departments.
  10. Knows, understands and acts in accordance with Illinois Central College's Cougar CARE Principles, including connects with students, owns the situation, uses opportunities to build  relationships, goes the extra mile, acts promptly and professionally and remembers to work as a team.
  11. Perform related duties as assigned.

Requirements

Minimum Qualifications:
Any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities. A typical way to obtain these would be:
 
Bachelor's degree in business, management or similar field of study, with five years of related, progressively responsible experience in human resources, or a related area such as payroll, accounting or payroll system management and PHR certification. 

Desirable Qualifications:
SPHR certification strongly preferred.
PeopleSoft HRMS and/or payroll software experience.
Minimum of 4 years supervisory experience.
Experience in managing and analyzing HRM data in order to ensure data integrity and requirements.
Independent, self-motivated with the ability to lead direct reports and manage effectively with proactive communication.
Manage multiple projects simultaneously in a fast-paced collaborative team environment.
Work efficiently and productively within continual, sensitive time deadlines without sacrificing quality and accuracy.
