Job Summary:

The Manager, Talent Acquisition is responsible for ensuring CRS can effectively and efficiently source, engage and secure top talent. The Manager will manage a team of recruiters and help set and achieve ambitious talent acquisition goals. The Manager is responsible for the management of the Compelling Candidate Experience (CCE) and the Hiring Manager Support Services (HMSS).

 

Job Responsibilities:

Team Management:

  • Provide leadership to the Talent Acquisition Team, ensuring that the function supports the agency's vision and mission
  • Guide and support team through modelling, coaching, and constructive feedback
  • Foster a culture that emphasizes and celebrates high-levels of professionalism, collaboration, and creativity
  • Develop and guide communications and knowledge-sharing with business partners
  • Serve as a key interlocutor with other HR managers including Compensation, Benefits, HR Business Partners, and Employee Engagement
  • Maintain a modest portfolio and serve as the lead recruiter for strategic job openings

 

Candidate Experience:

  • Ensure a user-friendly application interface and timely troubleshooting
  • Ensure timely and targeted messaging for all applicants
  • Ensure highly organized and professional interview experiences that reflect CRS values
  • Ensure consistent, transparent and justifiable evaluation and decision processes
  • Ensure continuous feedback from successful and unsuccessful candidates to improve recruiting experience

 

Hiring Manager Support:

  • Ensure clear and consistent guidance around all aspects of the recruiting process
  • Help managers learn how to leverage networks and support the recruitment process
  • Ensure each opening is supported by a formal "intake" meeting and closed with a follow up evaluation
  • Ensure the consistent application of recruiting protocols (mitigating exceptionality)
  • Provide feedback to the respective Hiring Managers to support continuous improvement
  • Ensure regular pipeline meetings to discuss possible openings and movements

 

Sourcing Strategies:

  • Support and develop sourcing skills of team members, including the use of tools and methods to find and connect with passive candidates
  • Monitor and maintain strong and compelling presence on CRS website
  • Promote and enhance the employee referral programs
  • Maintain and manage a robust candidate pipelines of known candidates for key positions
  • Maintain strong relationships with key job board sites
  • Develop formal and informal connections to institutions with relevant candidate pools for both domestic and overseas positions

 

Compliance:

  • Monitor the overall integrity of the recruiting process to ensure open, fair, transparent competition for all positions
  • Ensure CRS is compliant with all relevant federal, state, and local regulations related to applications, interviewing and selection of applicants (e.g. OFCCP)
  • Maintain and publish a clear definition of "applicant"
  • Ensure minimum qualifications are clear, relevant and compliant
  • Determine the protocols around posting procedures
  • Manage protocols and communication around internal application, assessment and selection
  • Monitor and manage background check findings and reference check and recommend actions based on findings

 

Systems:

  • Create and maintain consistent and streamlined workflows around the recruiting process develop and manage the respective work flow rules and templates
  • Monitor and manage the Applicant Tracking System; ensure that is user friendly for candidates, recruiters, and hiring managers
  • Ensure the integrity of the applicant data within Applicant Tracking System
  • Ensure consistent disposition of resumes within the applicant tracking system
  • Manage systems vendor(s) in partnership with IT (GKIM) department
  • Monitor recruitment metrics and set ambitious goals for continuous improvement

 

Executive Search:

  • Select and manage executive headhunters
  • Engage and negotiate with executive level candidates with confidence and professionalism

 

Qualifications:

  • Bachelor's Degree in Human Resource Management or related field, Master's degree a plus
  • Minimum seven years plus of progressive talent acquisition responsibilities
  • Minimum three years managing a team of recruiters
  • SHRM-CP or SHRM-SCP Preferred
  • HR certification preferred

 

Experience and Skills:

  • Proven track record of sourcing and securing high caliber staff; preference for experience sourcing for international positions and candidates
  • Strong organizational, interpersonal and communication skills
  • Strong business and HR acumen, including problem solving skills and critical thinking
  • Ability to influence and partner with different levels, including senior leaders, to achieve results
  • Ability to prioritize workflow and to work independently with minimal direction
  • Excellent written and verbal communication skills
  • Ability to deal with ambiguity and competing priorities
  • Ability to support and champion the mission, vision, and values of CRS
