POSITION PURPOSE

To oversee and provide direction to Northern Region Human Resources and Northern Region Facilities staff while ensuring efficient operations, compliance with policies and procedures and achievement of organizational goals and objectives. Collaborate with Southern Region Human Resources Director, CAO and top level management to ensure consistency with the administration of policies and procedures, compensation, benefits, and recruitment.

 

DUTIES AND RESPONSIBILITIES

- Provide day-to-day direction to Northern Region Human Resources and Facility staff and functions to ensure short and long term department goals and objectives are met.
- Oversee Northern Region recruitment and the selection process of qualified candidates.
- Consult and make recommendations with Northern Region Director’s on new hire offer information.
- Monitor and evaluate performance of direct reports.
- Work with staff to minimize performance deficiencies.
- Oversee Northern Region Human Resources employee engagement efforts to maintain high employee morale.
- Promote the Open Door Policy
- Administer, coordinate and conduct mandatory training for all Northern Region
employees 

- Provide high level assistance with all employee benefits, insurance, and retirement plans.
- Oversee Northern Region ergonomic program to ensure all evaluations and
accommodations are met.
- Ensure that PHC is compliant with all state and federal employment labor laws.
- Oversee all Human Resources functions.
- Conduct terminations
- Consult with Southern Region Human Resources regarding legal issues
- Oversee Northern Region employee relations issues, salary actions and
performance management.
- Monitors Northern Region leaves of absences.
- Oversee the administration of the Northern Region Workers Compensation claims.

- Oversee all Northern Region facility management, safety and security for compliance.
- Oversee all Northern Region purchasing and receiving processes for the organization.
- Prepare Northern Region annual Human Resources and Facilities Management budget plans.
- Prepare weekly, monthly and quarterly reports as needed.
- Participate in Board and organizational meetings as an integral member of the Senior Management Team.
- Sponsor annual Team Goals and work with Northern Region Human Resources and Facilities on Department Goals, Objective and Action Plans.

 

SECONDARY DUTIES AND RESPONSIBILITIES

- Oversees, assigns and participates in special projects/events as needed
- Provides human resources recommendations to all directors and managers as needed

Requirements

HIRING CRITERIA


Education and Experience

Bachelor’s degree in Human Resources Management; minimum of
seven (7) years in Human Resources with at least five (5) years in a
management role; or equivalent combination of education, training, and
experience which provide the required knowledge and abilities;
considerable experience in employee relation administration with
responsibility for comprehensive human resource management.

 

Special Skills, Licenses and Certifications

Knowledge of HR administration, payroll functions, facility management,
safety, security, and purchasing functions. Knowledge of regulatory
requirements affecting HR and payroll practices, benefits, programs, and
policies. Familiar with the process of developing others to lead programs
designed by others; measure return on investment of development
activities; PHR or equivalent preferred. Valid California driver’s license
and proof of current automobile insurance compliant with PHC policy are
required to operate a vehicle and travel for company business.

motivate staff to achieve goals and objectives. Excellent interpersonal
skills to ensure effective implementation and consistent application of
policies, practices, and procedures throughout the organization. Good
conflict resolution skills. Excellent oral and written communication skills;
excellent organization skills with the ability to coordinate and maintain
multiple tasks simultaneously and to deliver responses and results within
established time frames; ability to use good judgment, maintain
confidentiality of personnel and payroll files and information and to
handle sensitive issues with tact and diplomacy; effective
communication and training techniques; effective personnel
management principles related to recruitment, selection, employee
relations, classification, compensation, and payroll; laws pertaining to
employment, such as equal opportunity, workers’ compensation, fair
employment, disabilities accommodations, discrimination, harassment,
and environment; staffing and positions utilized in the health care field,
particularly in a managed care organization.

 

Work Environment And Physical Demands

When required, ability to move about the organization (about 30% of the
time). Must be able to sit for an extended length of time. At least 50% of
work time is spent in front of a computer monitor. Employee is required
to use hands and fingers, especially for typing on the computer and
using the mouse. Must also be able to reach with hands and arms, and
must occasionally lift heavy office supply boxes. Employee must be able
to talk and hear, particularly for regular communication on the phone and
in person.
