Organization Development (OD) Specialist

Must have the physical, developmental and mental ability to perform job tasks, work efforts, responsibilities and duties of the job illustrated below:

 

MAJOR FUNCTION

Advanced, professional work within the Organization and Employee Development section (OED), providing organizational development consultation and services to divisions within the county in the areas of organizational needs assessment and evaluation, team development, curriculum and meeting design, leadership development and employee development.

 

ILLUSTRATIVE DUTIES

  • Consults with department/division management across programs to identify, diagnose, and problem solve organizational effectiveness problems and solutions.
  • Identifies data collection resources and tools, sources of data, specific performance benchmarks, and develop performance targets.
  • Designs instructional or performance based interventions; implements work group intervention strategies, e.g., employee engagement surveys and resultant interventions, coaching, mediation and mentoring, career counseling.
  • Coaches management staff, front-line supervisors, and succession candidates regarding professional development, performance gaps, growth potential and performance impediments.
  • Conducts and implements focus groups, interviews and survey assessments to determine performance gaps and organizational development requirements; assesses work environment’s readiness to support specific training or development needed to address issues.
  • Develops facilitation strategies and trains/facilitates in areas such as conflict resolution, team building, skills training, work flow process or organizational changes, project management
  • Performs work group facilitation and mediation; may coordinate and facilitate strategic planning meetings,
  • Researches and assesses training needs; establishes objectives and design curricula and courses to meet those needs.
  • Provides direct training to all levels of the organization; communicating successfully with individuals at all levels of the organization, develops a corps of experienced instructors on a variety of topics for OD.
  • Identifies external development resources such as training programs, and testing instruments; selects or develops training curriculum and resource material, including course outlines, manuals, and audio and video materials.
  • Identifies, selects, negotiates with and monitors contract trainers for countywide programs.
  • Coordinates, schedules, publicizes, designs and evaluates training activities ensuring that all learning programs meet the organization development goals of the County.
  • May monitor OED project budgets and oversee unit training records.
  • Consults with management regarding organizational effectiveness and employee development needs; may research and develop or review and recommend use of vendor-based materials for organizational development and system improvement projects; may develop and monitor contracts.
  • Briefs and recommends action to the Manager of OED on existing activities or new County-wide policies and procedures as they affect the organization development effort, morale and training.
  • Performs related duties as required.

 

KNOWLEDGE, ABILITIES AND SKILLS

  • Knowledge of Organization Development theory and practice; adult learning theory, education and training processes and available resources; theory and practices of communication processes in complex organizations; principles, practices, and professional ethics of group interaction and interpersonal dynamics; principles, methods and procedures utilized in organizational problem solving, principles and methods of conflict resolution.
  • Ability to plan, organize, develop and implement comprehensive organization and staff development programs; establish and maintain credibility with employees, supervisors, managers and directors.
  • Model behavior that is consistent with the organizational values and ethical principles; analyze problems and recommend methods of resolution.
  • Ability to perform the role of facilitator and effectively utilize group dynamic skills and techniques for briefings, problem identification, brainstorming sessions, reorganizations assessments, and debriefings.
  • Present information to groups in an organized and timely manner.
  • Supervise the performance of in-house volunteers and contract instructors.
  • Ability to complete projects independently or collaboratively as assigned.
  • Participate and contribute as a team member of cross-functional interventions; present deliverables to senior team member; deliver project tasks such as needs assessment and short/long term evaluations.
  • Ability to communicate effectively both verbally and in writing; produce clear and organized written material using proper sentence structure, grammar, spelling and punctuation.
  • Work cooperatively with others to organize OED programs

 

MINIMUM QUALIFICATIONS

Graduate of a regionally accredited college or university with a Bachelor’s or master’s degree in Organization Development, Staff Development, Sociology, Anthropology, Human Development, Industrial Psychology or Higher Education and four (4) years of professional experience as described above, two (2) years of which must have been in an organizational development or staff development capacity.

Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment.

A comparable amount of related training and experience may be substituted for the minimum qualifications.

 

SPECIAL PREFERENCE

Prefer applicants who possess a Master’s Degree in Organization Development or a related field.

 

SPECIAL REQUIREMENT

This position may be required to report for work when a declaration of emergency has been declared in Polk County.

 

Location: 330 W Church St; Bartow, FL 33830

Work Schedule: Monday - Friday 8:00 a.m. to 5:00 p.m.

Rate of Pay:  Minimum - $52,852.80 per year / Maximum - $69,980.00 per year

Requirements
