Job Details

Talent Management

  • Manage a robust succession planning program to identify top-level successors, as well as the specific skills they need to succeed in higher level roles
  • Manage a talent mapping program to help managers understand the talent profile of their staff; provide specific guidance on how to retain top performers and address under performers
  • Define and communicate CRS approach to career development, highlighting lateral opportunities, and individual responsibility; help managers identify stretch assignments
  • Develop and maintain mobility policies; provide assessments tools and trackers to help business leaders find and manage internal talent
  • Develop and maintain a central depository of employee skill sets; support CRS Leadership in accessing, searching and analyzing CRS workforce skill sets and talent pipelines
  • Develop and execute customized development programs aimed at specific functional profiles (e.g. Head of Programming, Finance Manager) in close cooperation with business team leads
  • Work with Business Partners and Business Team leads on workforce planning issues

Performance Management

  • Manage and communicate the entire performance management cycle, worldwide, through extremely clear and consistent processes, forms, and workflows
  • Manage the CRS performance management process, including coaching, 360 assessments and year-end review
  • Ensure CRS competencies are embedded in the performance cycle
  • Analyze performance ratings, completions, etc. with the aim of identifying areas for improvement
  • Analyze performance review trends and recommending relevant training / actions


  • Work with Subject Matter Experts regarding the application and measurement of the CRS competencies across the various job families
  • Lead agency-wide communications on CRS Competencies and how they fit into the employee lifecycle (recruiting and selection, development, performance management, etc.)


  • Minimum of 7 years of progressive Organizational Development and Leadership Development experience
  • BA/BS degree in Organizational Development, Leadership, Education, Human Resource Management or a related discipline Master's degree preferred
  • HR Certification preferred

Experience and Skills:

  • Experience driving and managing solutions in the following areas: succession planning, leadership development, career development, competency models and performance improvement
  • Experience in assessing performance gaps, analyzing learning needs, designing and developing learning and performance support solutions, and facilitating learning activities
  • Experience working with business and learning technologies including Learning Management Systems, Performance Management Systems and Microsoft SharePoint
  • Excellent written and verbal communication skills
  • Strong organizational, interpersonal and communication skills
    • Strong problem solving, critical thinking and active listening skills
    • Ability to influence and partner with different levels, including senior leaders, to achieve results
    • Ability to prioritize workflow and to work independently with minimal direction
    • Ability to deal with ambiguity and competing priorities
    • Ability to support and champion the mission, vision, and values of CRS

Required/Desired Foreign Language: English required, French, Spanish or Arabic a plus

Travel Required: infrequent travel to recruiting and networking events (up to 10%)
