Contra Costa County is seeking a highly energetic, motivated individual with a solid background in Human Resources and strong analytical skills for our Personnel Services Assistant III position. We currently have vacancies within the departments of Employment and Human Services (EHSD), Health Services and Library. EHSD has over 2,400 diverse employees located in 32 facilities throughout the County. Health Services is the largest department within the county, employing over 4,000 individuals. The Library employs over 280 staff members providing services through 26 Community Libraries.




The ideal qualified candidate will have knowledge and experience in employee relations, DEFH/EEOC, leave administration, investigations, grievance procedures and training. Under direction, you will be responsible for the personnel management activities of a large county department, providing assistance in the administration of a personnel services program; consulting with and advising upper management on matters related to operating personnel management activities and general merit system administration and policies; and performing related work as required.




Personnel Services Assistant III is a County wide classification and may be used to fill vacancies in other departments at the Personnel or Administrative Services Assistant III or II level.

Tentative Oral Exam: March 30, 2017




Education: Possession of a Bachelor’s degree from an accredited college or university with a major in personnel management, business administration, public administration, industrial psychology, or a closely related field.


Experience: Three (3) years of full-time, or its equivalent, professional Human Resources experience, preferably in a public agency setting, which would demonstrate possession of the knowledge and abilities listed below.


Substitution: 1) A Master’s degree in personnel management, business administration, public administration, industrial psychology or closely related field may substitute for six (6) months of the required experience. 2) Additional full-time or its equivalent professional level human resources experience may be substituted for education on a year-for-year basis.

  2. Application Evaluation: Depending on the number of applications received, an Application Evaluation Board may be convened to evaluate and select the best-qualified candidates for invitation to the next phase of the examination.

  3. Oral Interview: Conducted by a Qualifications Appraisal Board who will evaluate candidates in job-related areas.


    The Human Resources Department may change the examination steps noted above in accordance with the Personnel Management Regulations and accepted selection practices.
