Job Details


1. Manages the research, development and administration of NJ TRANSIT company-wide policies and procedures, including discussions with subject matter experts and Executive Management Team members, obtaining Executive Director's authorization, and distribution. Oversees issuance and distribution of materials to conform with legal requirements.

2. Analyzes, evaluates and tracks employees requesting Reasonable Accommodation and makes recommendations based on compliance with ADA, considering employees' legal rights, and business impact. Consults with the employee, Medical Services and related departments to identify potential accommodations.

3. Analyzes and tracks employees on sick, donated leave, military, personal and Family and Medical leaves of absence. Initiates and manages all communication with employees about their rights and responsibilities when absent from work. Consults with Medical Services and related departments to ensure adherence to policy.

4. Reviews complex requests for family leave, determines actions required to process request, provides follow-up on information required and prepares correspondence to non-agreement employees pertaining to family leave.

5. Determines if family leave request is approved or denied in accordance with NJ TRANSIT policy, federal Family and Medical Leave Act (FMLA) and State of New Jersey Family Leave Act (NJFLA).

6. Receives and records family leave requests, ensuring documents are completed in full and correctly. Maintains FMLA filing system, including establishing FMLA case files for each request, ensuring that proper employee notifications are completed in the required time frames and ensuring confidentiality is strictly maintained.

7. Performs re-certifications of family leave of employees after review of leave usage in comparison to leave approval to ensure compliance and prevent abuse of family leave, as per legal requirements for re-certification.

8. Monitors Family Leave Insurance Program (FLIP) in accordance with requirements established by New Jersey state law; administers New Jersey Security and Financial Empowerment Act Leave and other leaves.

9. Serves as point person with NJ Department of Labor and Workforce Development for FLIP and with US Department of Labor for FMLA.

10. Provides training on family leave laws to non agreement supervisors.

11. Oversees and presents the policy and procedure section of New Hire Orientation and Leading Teams.

12. Provides advice and counsel to department personnel on a variety of employee relations matters.

13. Serve as a backup for Employee Relations staff when needed.

Bachelor's Degree in Human Resources, Business, Public Administration or related area or equivalent, and six (6) years of progressively responsible experience in Human Resources. Strong decision making, organizational, negotiating and written and oral communication skills required. Experience and knowledge of FMLA and ADA regulations desired. Graduate degree desirable and may be substituted for experience as appropriate.
