Manhattan Strategy Group (MSG) is a boutique management consulting firm that addresses critical strategic and operational needs of our federal government clients. Our Bethesda office is seeking a Recruiter to be responsible for executing the company’s staffing strategy for both employees and contractors. The candidate must be proactive, detail-oriented, able to work in a fast-paced entrepreneurial environment, and enthusiastic for out-of-the box thinking and problem solving.  The ideal candidate will have experience in recruiting in the federal contracting consulting industry, preferably relating to education, workforce, food and nutrition, human resources, and other social services federal programs.

The Recruiter will support full life cycle recruiting, help manage the staffing of employees across contracts, as well as provide other HR-related process support for the company. The individual should be able to work both independently and in a team and have excellent written, analytical, and verbal communication skills, attention to detail, and ability to organize and manage multiple tasks to serve critical needs of business development efforts, our clients, vendors and colleagues.



  • Based on identified corporate hiring needs, search for, advertise for and seek out appropriate candidates using online or other established recruitment venues, outreach to relevant organizations and contacts, and through networking.
  • Develop job descriptions and advertisements for recruitment purposes.
  • Develop contacts with academic institutions to utilize recruitment venues and establish pipelines or ongoing collaborative relationships that help serve the company’s ongoing recruitment, sub-contracting and consultancy needs.
  • Support recruitment of and coordination with new hires, consultants, subcontractors, and vendors in preparation for proposals and bids.
  • Check references and background on potential new hires.
  • Perform screening phone interviews of potential hires and contractors.
  • Negotiate hourly rates of consultants and sub-contractors, as requested by firm leadership
  • Oversee the in-house interview process, including establishing schedule, coordinating with company executives and other interviewers, performing follow-up, and supporting corporate leadership (Vice President and Director), as needed, in hiring.
  • Coordinate the on-boarding and off-boarding process for employees and consultants, including developing offer letters, orientation scheduling, commitment letters, termination documents and other documentation, etc.
  • Maintain an information repository on potential experts, consultants and employees for meeting particular needs of the company.
  • Maintain an information repository and understanding of the capabilities and skills of current employees and consultants to help match resources to projects based on skills and availability.
  • Work with VP to allocate resources across teams, and manage personnel and staffing issues.
  • Provide ongoing HR support to the operations of the company, including providing advice and assistance on hiring and employment practices, performance, and other staffing issues.
  • Help identify and coordinate training and career development enrichment opportunities for learning and growth of managers and staff.
  • Regularly communicate with VP, Directors, and project managers on status of staffing needs.
  • Assesses various staffing needs to determine methods to address current and future conditions, including retention management, realignment, recruitment planning, and career development.
  • Assist VP in administration and management of other centralized processes of the company, as needed.
  • Manage compliance with human resources policies, procedures, laws, and standards.




  • Bachelor’s degree required
  • At least 4 years of experience working in recruitment of experts, consultants, and office staffing, with specific experience in meeting staffing needs for a management consulting entity in the federal contracting space.
  • Specific experience in recruiting for organizations or federal contractors working in education, health, child and family welfare, workforce development, food and nutrition or other social program areas is a plus.
  • Experience in HR field, with specific experience in staffing and demonstrated knowledge of HR management legal and regulatory requirements relating to recruiting staff.
  • Experience working in staff allocation and resource utilization
  • Excellent communication skills
  • Strong working knowledge of MS Office Suite, including Microsoft Excel.
  • Confident demeanor with the ability to communicate with senior level executives, partners, and consultants
  • Ability to manage and juggle multiple tasks, as well as engage multiple stakeholders, under tight deadlines
  • Strong attention to detail and ability to organize efficiently and self-manage
  • HR/SHRM certification(s) is a plus
