Job Details

Loudoun County, the fastest growing county in the greater Washington DC metropolitan area, is seeking a dynamic, collaborative, and goals oriented professional as the organization’s Risk, Safety & Leave Manager.

This position is responsible for the management, ongoing development and oversight of all aspects of the countywide programs for Workers’ Compensation, Employee Safety and Occupational Health, Risk Management and Liability, Disability and Leave Programs. Duties include, but are not limited to: ensures compliance with state and federal regulations associated with OSHA, NFPA, VA Worker’s Compensation Act, FMLA, ADAAA and other program related laws; ongoing review and development of program related SOPs, policies and procedures; reviews and provides feedback to leadership and the County’s legislative liaison on proposed changes to state law; manages vendor contracts and budgets associated with insurance coverages and program administration; attends hearings with the Workers’ Compensation Commission, testifies and gives depositions on behalf of the County, as needed; provides ongoing program analysis and development of the Employee Safety Program; researches, benchmarks and analyzes data, costs and identifies trends; conducts countywide onsite inspections; works across all county departments to develop training, and assesses the organization for compliance with mandated safety rules.

The successful candidate must possess:

Strong knowledge: In the principles, methods and best practices in risk management, safety concepts and program development, occupational and non-occupational disability management; emerging health and safety issues that may impact the County and its employees and volunteers; familiarity with self-insured programs; working knowledge of applicable state and federal laws, and local ordinances, specifically requirements relating to OSHA, NFPA, VA Worker’s Compensation Act, FMLA and ADAAA.

Skills: Strong analytical, project management, problem solving and decision making skills; attention to detail; excellent interpersonal, verbal and written communication skills; demonstrated proficiency with business applications including Microsoft Office with a strong working knowledge of Excel, Word and PowerPoint.

Ability to: Collect and analyze data, perform statistical analyses, needs assessments, identify trends, compile accurate reports and draw reasonable conclusions; advise and develop recommendations; present findings in a clear and concise manner; communicate effectively both orally and in writing; develop business correspondence, policy recommendations and employee communication materials; create and deliver presentations; manage the performance of direct reports; demonstrate leadership; work independently with initiative; analyze facts and exhibit sound judgment; prioritize work to meet deadlines; handle difficult situations with diplomacy and professionalism and bring problems to an effective resolution; develop and foster effective working relationships with employees, the general public, management, elected and appointed officials, physicians and attorneys.

Requirements

This position requires any combination of education and relevant experience equivalent to a Master’s degree in Safety/Risk Management, Public Administration, Business Administration or related field from an accredited college/university with a minimum of two years of experience in a supervisory role and directly related work experience in Workers’ Compensation case management, Safety, Disability and Leave Administration. Experience must be indicated on application.

Prefer experience in FMLA and ADA compliance.

Preferred Certifications: CWCP – Certified Workers’ Compensation Professional; CDMS – Certified Disability Management Specialist.
