Job Details

The City of San José's Human Resources Department is seeking qualified candidates for the position of HRIS Production Senior Analyst in the Strategic Support Section. This position is responsible for the daily administration of the Human Resources Information Systems for the City. Essential functions include:

 

  • Supervise the HRIS/Transaction staff and oversee its operations.

  • Provide process information and guidance to department personnel.

  • Develop user procedures, guidelines and documentation.

  • Conduct training for staff and other system users.

  • Develop and write queries and reports.

  • Analyze complex reports and data, and make changes to settings and configurations.

  • Maintain system data integrity.

  • Provide production support by researching and resolving HRMS problems, unexpected results, and process errors.

  • Provide system support to help HR Benefits, HR Employment, and Payroll accomplish tasks and requirements.

  • Monitor and update system settings and configurations to ensure compliance with Federal, State, and City regulations.

  • Serve as Human Capital Management (HCM) subject matter expert.

  • Work and coordinate effort with HRIS Projects Senior Analyst to test and implement projects and solutions.

 

Requirements

 

Minimum Qualifications

 

Education:  Bachelor’s degree from an accredited college or university in business administration, public administration, MIS, computer science or related field.

Experience:  Four (4) years of experience in Human Resources Operations (i.e., Employment, Compensation, Benefits, HRIS, etc) with a Human Capital Management (HCM) system such as Workday or PeopleSoft.

Desirable experience, knowledge, and skills for this position include:

  • Experience developing, implementing, administering, maintaining, and troubleshooting Human Capital Management (HCM) system involving benefits administration, workforce administration, and self-service administration.

  • Experience setting-up and maintaining benefit plans, benefit programs, eligibility rules, job and salary tables, personnel data and profiles in a HCM system.

  • Experience developing and implementing mass updates in a HCM system.

  • Experience developing queries and reports.

  • Experience leading employee teams that processes HR personnel transactions;

    maintains central HR records; transmits and processes City provider interfaces.

  • Knowledge of City of San Jose HR Benefits and Employment processes and practices.

  • Knowledge of Affordable Care Act regulations and reporting requirements.

  • Knowledge of Scantron scanner operations; and Scantron program applications for form printing and test scoring.

  • Ability to plan and allocate resources, and motivate employees to meet changing deadlines.

  • Ability to develop and conduct end-user classes.

  • Ability to work well with all levels of employees and management.

  • Ability to develop, analyze, and interpret data; and write clear and concise reports, training materials, and other written reports.

  • Ability to communicate effectively both orally and in writing.

 

Preferred:

  • Master’s degree in business administration, public administration, MIS, computer science or related degree.

  • Experience in PeopleSoft, specifically Workforce Administration, Benefits Administration, Absence Management, and Self-Service modules.

  • Experience working with PeopleSoft Affordable Care Act configurations, settings, and tables.

  • Experience creating and maintaining PeopleSoft SmartHR Templates.

  • Experience administering PeopleSoft to support a recruiting and benefits environment.

  • SHRM Certified Professional (SHRM-CP) or SHRM Senior Certified Professional (SHRM-SCP) credential.
