The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner, is seeking a Senior Employee Relations Specialist (Senior Administrative Specialist) to work at the Montgomery County Department of Parks. We are all about people. We have a career staff complement of nearly 800 employees, and we serve a diverse population of more than one million residents. We manage 419 parks on more than 37,000 acres of parkland and we are fiscally sound with an annual operating budget of over $100 million, and a six-year Capital Improvement Program of over $180 million.

We are looking for an experienced, enthusiastic, passionate and highly motivated Human Resources and Labor Relations Professional. The ideal candidate can consistently deliver results in a timely and professional manner and is highly skilled at collaborating and communicating with internal and external customers.
Under the direction of the Human Resources Manager, the Senior Employee Relations Specialist will be responsible for providing department-wide employee/labor relations support and guidance to divisions that manage park operations, management, facilities and recreational programs. Many of the frontline employees in these divisions work under a collective bargaining agreement, so Labor Relations experience is highly valued in this position.

The Senior Employee Relations Specialist will demonstrate knowledge of and experience in implementing HR practices, regulations, procedures, practices as well as a basic understanding of employment principles and local, state and federal laws, especially those driven by Title VII. As a trusted and valued partner on a dynamic HR team, the successful candidate must be able to meet challenges collaboratively and creatively to achieve positive results. This position will also require approximately 60% travel to various Montgomery Parks facilities in a vehicle provided by the Commission.


Demonstrates knowledge of HR practices, guidelines and regulations to provide advice and guidance regarding compliance with all employment laws and regulations. Once hired, the candidate will be expected to learn, interpret and apply Commission Rules and Regulations effectively.

Conducts investigations on employee/labor relations matters in an appropriate and timely manner and provides well-founded recommendations. Provides advice to management and responds to employee inquiries.

Analyzes existing policies on a variety of employment, organizational and programmatic issues and develops recommendations to comply with evolving and current laws and organizational standards.

Provides sound guidance and support to respective leadership regarding collective bargaining unit matters and emerging issues in Human Resources and Labor Relations.

Leads performance management training efforts department-wide. Participates in HR assessments as assigned and follows-up and monitors performance improvement plans.

Maintains department-level incident software. Perform analysis of data and recommend developmental opportunities.

Builds and maintains effective strategic partnerships with managers.
Fosters and sustains trust with the Department's frontline workforce.

Implements and supports the Department's diversity and inclusion strategies.

Engages all levels of the Montgomery County Parks staff at meetings and training events and answers questions and concerns. Implements Department employee engagement strategies to support retention and job success.

Works with the Department's HR team on cross-functional projects.

Important Work Characteristics:

Skill in operation of personal computer and appropriate software to include Microsoft Office Suite and web-based applications.
Ability to independently compile and analyze data and present logical conclusions.

Apply HR principles and concepts to a variety of situations.
Communicate effectively orally and in writing. Actively listens to understand and develop key information, including concerns of key stakeholders to obtain compliance or achieve other desired results.

Handle confidential information with professional discretion.
Establish and maintain cooperative working relationships with all business partners.

Organize and prioritize work using effective time management skills necessary to manage multiple projects, plan for resources to meet deadlines and goals and work independently when responding to day-to-day functional needs.

Provide superior customer service to business partners, both internal and external.

Ability to work flexible hours as business needs dictate.
Presentation skills necessary to facilitate training and/or deliver informational sessions to groups and/or individuals.


• Ability to write, read and speak Spanish fluently.
• Two years' experience in a union Human Resources/Labor Relations environment.


Bachelor's degree in business administration, management, or related subject; and

Four years of progressively responsible administrative experience related to the needs of the division or department to which the position is assigned; or

An equivalent combination of education and experience.
