CPS HR Consulting seeks a mid-level Human Resources professional to perform test development and job analyses tasks for complex client project needs across North America.  The Consultant must be articulate and effective in written and oral communication, have excellent analytical, research, psychometric, and statistical skills, and outstanding problem-solving ability.  The Consultant will work collaboratively with CPS HR team members and clients using state-of-the-art technology tools.  This position has the option of being remote with regular travel for client work, as well as travel to CPS HR headquarters in Sacramento, CA at least twice per year.


Typical Responsibilities include (but are not limited to):

  • Develop technical, reliable, defensible, and quantifiable cognitive and non-cognitive testing instruments for licensure and certification exams for public sector and non-profit clients.
  • Apply theoretical principles and methodologies of psychometrics to create test items that accurately and consistently measure relevant knowledge, skills, and abilities.
  • Build and maintain effective relationships with team members and clients.
  • Conduct job analysis studies to confirm and quantify KSAs and task statements used in the development of credentialing tests.
  • Work on client licensure and certification projects, including the following: job analysis, standard setting, statistical analyses, technical report development and all other aspects of developing and maintaining accredited and non-accredited credentialing programs.
  • Facilitate subject matter expert panel meetings (remotely and in-person).
  • Track project budgets and progress of deliverables.
  • Immediate to Advanced proficiency using MS Office products to produce written reports, statistical analyses, and presentations.
  • Assist in the administration of multiple choice examinations, and practical and assessment center exercises.
  • Promote engagement among the team and CPS HR.


Minimum Qualifications:


BA in Psychology, HR Management or related field, would prefer Master’s degree or PhD in I/O Psychology, Statistics, or Educational Measurement



At least 2 years professional experience performing job analysis studies, test development, and/or similar experience. Experience needs to include application and interpretation of the Uniform Guidelines on Employee Selection Procedures.  Project management experience is preferred, as is knowledge of SPSS and survey software.


Physical Requirements:

Job entails working at a computer for long periods of time, a moderate amount of travel, ability to use computer, phone, and standard office equipment.
