Job Function Reporting to the Vice President for Human Resources, the Sr. HR Manager for Benefits/Work Life has oversight of benefit, wellness and work/life programs for faculty and staff. This role also participates in the development of policies and procedures and serves as the subject matter expert in the areas of retiree health, leaves of absence, workers compensation and ADA issues. This position also supports a small client group for purposes of employee relations, recruitment, and organizational development

Position Summary Information

Essential Duties Summary

  1. Oversee the design and administration of the College's employee benefits programs for faculty and staff, including, but not limited to, retirement, medical, dental, disability, life insurance, tuition, flexible spending accounts, worker's compensation, COBRA and unemployment
  2. Research, analyze and recommend financially sound benefits packages that meet employee needs in a changing benefits environment. Work with consultants and benefits providers to formulate proposals and solve problems
  3. Serve as benefits lead on project team to automate benefits billing, reports and leaves. Develop benefit information and statistical and census data for actuaries, insurance carriers, and management
  4. Modify existing programs according to findings, using existing knowledge or prevailing practices, emerging types of benefit packages, and customary benefits offered in higher education settings
  5. Serve as the subject matter expert on the Joint Faculty & Administrators Benefits committee ( JFAB ) comprised of faculty and administrative staff; use this forum as a way to propose critical benefit changes
  6. Lead efforts to design and develop alternative union benefit scenarios in advance of collective bargaining and during negotiations
  7. Coordinate communication efforts regarding benefits for Barnard employees, including open enrollment and changes to benefits programs
  8. Assure compliance with federal, state and local regulations, including, but not limited to ERISA , HIPAA , FMLA , and COBRA . Supervise preparation of reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor, insurance commissioners and other regulatory agencies
  9. Monitor, review and analyze changes to state and federal laws pertaining to benefits, and report necessary or suggested changes to senior leadership e.g., impact of DOMA , ACA
  10. Serve as subject-matter expert for benefits policies and procedures in the Office of Human Resources; coach members of generalist team on benefit issues
  11. Prepare and execute, with legal consultation, benefit documentation such as original and amended plan texts, SPDs, benefit agreements and insurance policies. Instruct insurance carriers and other administrative agencies outside the College to affect changes in benefit programs. Ensure prompt and accurate compliance
  12. Initiate, plan and implement wellness and work/life programs for faculty/staff populations at the College
  13. Assist & pin development of specific benefits-related pages of the Human Resources website
  14. Perform special projects and related duties as assigned by the Vice President of Human Resources

  • Ability to set priorities and to manage multiple projects and deadlines
  • High degree of professionalism and discretion in contacts with management and team members
  • Considerable knowledge of Human Resources principles and "best practices"
  • Excellent computing skills, including experience with a comprehensive HRIS system (Ellucian/Datatel preferred) as well as the Microsoft Office suite of products
Required Qualification Summary
  • Bachelor's degree
  • 5-7 years' Human Resources experience; at least three (3) with Benefits/Work Life experience
  • Demonstrated experience in organizational effectiveness, employee development
Preferred Qualification Summary
  • PHR , SPHR , CEBS certification
  • Advanced degree in a relevant field
  • Experience in higher education
