The University of Iowa Division of Finance and Operations has an outstanding opportunity for a Senior Human Resources Director and Assistant Director, Financial Management and Budget to oversee the division’s Human Resources function and serve as a member of the Senior Vice President for Finance and Operations (SVPFO) leadership team. Finance and Operations is a complex, high profile and multifaceted organization providing services to the campus in the areas of business services, finance, public safety and facilities. F&O has over 1,100 full-time employees and 500 bi-weekly employees committed to serving the University community in a variety of ways. The successful candidate will function as a strategic business partner for the Finance and Operations division and actively serve as leader, consultant, resource and authority on HR policies, practices, resources and transactions.



This position will advise the Senior Vice President for Finance and Operations leadership on strategic, HR and operational decisions, serve as a member of the F&O senior staff leadership team and collaborate across seven departments within the division, including regular communication and meetings; Participate as a member of the University Human Resources Senior HR Leadership Council and advise University Human Resources on HR strategy that supports organizational success; Oversee the F&O Human Resources function, supervise and mentor two full-time HR representatives and provide functional leadership to five additional HR professionals within the Finance and Operations division; Participate in the development and use of HR strategy at both University and division level and support a culture consistent with the University and Finance and Operations mission and core values. Additional responsibilities include oversight of the University Operations Manual and University Records Management Programs (in conjunction with the Director, Financial Management and Budget and University Secretary) as well as administrative operations of the Office of the Senior Vice President for Finance and Operations.

Required Qualifications:

  • A Master’s Degree in Human Resources Management, Business Administration or related field, or an equivalent combination of education and experience;
  • 7-10 years of progressive administrative or managerial experience in human resources in a complex and/or high profile organization with multiple departments/units;
  • Knowledge of contemporary human resource principles, practices and processes and current federal and state laws, statutes, regulations, policies and directives pertaining to human resources;
  • Demonstrated expert/leader knowledge and ability to:
    • Plan and develop an organization’s HR enterprise in order to increase individual and organization effectiveness;
    • Utilize outstanding oral, written and electronic communications skills as demonstrated by (a) tailoring messaging to various audiences, including complex and highly sensitive information, (b) managing conflicts and investigations, (c) delivery of presentations or staff training, and (d) authoring/editing formal policy language;
    • Implement effective strategies for promoting a diverse environment based on the principles of affirmative action and equal opportunity.

Desired Qualifications:

  • PHR, SPHR, SHRM-CP or other professional HR certifications;
  • Demonstrated experience (typically 3-5 years) working in one of the following is highly preferred:
    • Human resource management experience in a public sector or higher education environment, or
    • Senior Human Resource officer/leader at a University with a high level of collaboration between University HR and local department/division;
  • Demonstrated experience in organizational workforce planning and change management to align the workforce and culture to achieve organizational goals with measureable outcomes;
  • Demonstrated hands-on, collegial and collaborative leadership style that is effective throughout all levels of the organization.
