Overview:
Provide senior level human resources leadership and hands on support for the College in all HR practice areas with primary responsibility for managing employee benefits.

Job Responsibilities:

Benefits

  • Implement the College's benefits strategy that supports the ability to attract and retain a diverse and innovative workforce. Ensures benefits offerings are market competitive and cost effective.
  • Manage the self-insured health care program including monitoring and updating plan design, driving appropriate wellness initiatives, ongoing HIPPA compliance, and in collaboration with the College's Business Office, the proactive management of the financial risks/benefits of the change including the plans premium strategy.
  • Lead the annual open enrollment process, including recommending plan changes and enhancements and premium strategy implementation with vendors and communication strategy for employees.
  • Lead the implementation and administration of employee benefit programs such as health and dental insurance for active employees and retirees, disability insurance, paid absence policy, life insurance, workers compensation, vacation, and employee assistance programs.
  • Stay abreast of legislative changes and administers programs in a way that is compliant with all legal requirements including, but not limited to OSHA reporting, FMLA, ADA, ERISA, COBRA, HIPPA, and FERPA.
  • Leads the implementation of all required compliance actions for benefit plans (such as 5500's, PCORI, CMS and non-discrimination testing).
  • Lead the development and, as required, distribution of plan documents, Summary Plan Descriptions, Summary Annual Reports, 1095c, tracking of ACA eligible employees and vendor service agreements.
  • Manage vendor and broker day to day relationships to optimize results for the College.
  • Lead communication, education and awareness initiatives for employees and retirees to advance consumer driven and wellness behaviors for employees.
  • Complete benchmarking of benefits and specialized studies to determine competitiveness of benefits program. Recommend program changes consistent with the benefits philosophy and budget.
  • Champion excellent customer services to employees, either directly or through training HR staff, to answer benefit questions, resolve problems related to access or to payment of benefits, orient newly eligible employees.
  • Process and coordinate benefits with the Payroll Department.

Employee Relations and HR Partnership

  • Provide human resources guidance and coaching to employees and supervisors related to all aspects of the workplace environment; address issues and challenges, conduct investigation, contribute to making the College an ever better place to work.
  • Collaborate to develop Human Resources goals, identify and deliver priority results in alignment with the College's mission and values.

Human Resources Leadership

  • Build collaborative relationships throughout the College and continuously strengthens the profile of the HR office as a primary resource for faculty and staff providing consultative and innovative solutions.
  • Assist with the development and maintenance of policies and processes including the Employee Handbook, Law Posters and the HR website.
  • Partner with HR leadership team to understand, assess and optimize HR information systems.
  • Lead and participate in process improvement.
  • Participate in various committees on campus; contributing HR expertise and learning about the College.
  • May support, collaborate or lead other areas of human resources such as performance management and training and development.
  • Initiate or participate on special interest committees both internal and external to the College.
  • Attend seminars as needed for the department. May require some travel.

Requirements

Education/Experience:
Bachelor's degree in Human Resource Management or related field required. Master's degree or SPHR certification a plus.
Requires 5+ years of experience with benefits design and administration; experience with self-funded medical plans a plus. Additional broad based knowledge and experience in other aspects of Human Resources including open door investigations, unemployment insurance, HRIS, employee relations, compensation and training a plus.
Experience in higher education in human resources is preferred.

  • Highly analytical and demonstrated fact based decision making
  • Results oriented; able to deliver results and meet deadlines while balancing multiple priorities in a dynamic environment.
  • Data management experience (i.e. input, query and reporting) including proficient advanced level of Microsoft Word, Excel, and Access. Banner expertise a plus.
  • Attention to detail and process-oriented approach.
  • Strong project management and multi-tasking skills.
  • Excellent verbal and written communication skills.
  • Demonstrated experience with making group presentations and delivering training initiatives.
  • Ability to work with constituencies at all levels of an organization.
  • Ability to objectively coach employees and management through complex, difficult, and emotional issues with the intent to assist in resolving problems or issues.
  • Use of sound judgment that is consistent with policies/procedures and employment law.
  • Ability to think clearly amid changing priorities and circumstances.
  • Maintain professional attitude and demeanor in difficult situations.
