The Senior People and Development Partner position is responsible for planning and aligning organizational business objectives and seeking to develop integrated solutions while forming relationships with employees and management in designated business units.  Accountable for maintaining an effective level of business literacy regarding the LVCVA's and assigned business unit's policies, procedures, short and long-term goals, and culture.   This position serves as a resource for management and performs as an employee champion and change agent.  Assesses and anticipates Human Resources needs and effectively communicates between department and the LVCVA.

In addition, this position is responsible for strategic development and implementation of a comprehensive development plan and related services and programs through a variety of training and development platforms and formats.  Manages administration, assessments, gap analysis and strategy implementation for individual learning and organizational development. 

Reports directly to Senior Director of People and Possibilities.


  • Responsible for all day-to-day human resources generalist functions for the designated LVCVA departments and areas.
  • Manages complex employee and labor relations issues. Mitigate risks by maintaining an in-depth knowledge of state and federal laws, regulatory compliance and NRS Statute.
  • Conducts effective, thorough, and objective investigations.
  • Maintains strict confidentiality and demonstrates resourcefulness. Serves as a resource for employees and management on policy administration, recruitment and hiring, corrective counseling, employee benefits, training, and compensation recommendations.
  • Participates in the departmental strategic planning process and the establishing and attainment of performance measures. Assists in developing goals, objectives, coaching strategies, policies, procedures and work standards. Provides guidance and input on department reorganizations and restructures, workforce planning, and succession planning.
  • Meets regularly with the department director to ensure consistency of services provided and successful coordination of activities.
  • Works with managers to meet resourcing needs of the assigned areas and assists with workflow analysis and planning.
  • Provides assistance to assigned areas regarding FMLA, ADA, PERS, Worker's Compensation, development and benefits. Coordinates processes for assigned areas.
  • Conducts needs assessment initiatives, identifies training/development needs and implements blended approaches to include classroom, online and one-on-one formats.
  • Participates in evaluation and monitoring of training initiatives.
  • Manages New Hire Orientation and other on-boarding programs.
  • Plans, coordinates and directs major projects, events and programs related to various areas of assignment.
  • Collaborates with staff from other departments, outside vendors, colleges/universities and others to create continuing education and professional development opportunities for LVCVA employees.




Bachelor's degree and relevant industry experience.


A minimum of 5 years' experience resolving complex employee relations issues. Demonstrated working knowledge of multiple human resource disciplines, including employee and labor relations, compensation, organizational management, benefits, training, performance management, federal and state employment laws, and recruitment; or an equivalent recent combination of closely related education, training, and work experience.

Bi-lingual Spanish is desirable.
