Responsible for full-cycle recruitment  and onboarding of newly hired employees for assigned business units, as well as supporting succession, career path planning and other talent retention initiatives for current employees to help the agency maximize talent potential.  Responsibilities include all aspects of recruitment:  identifying hiring needs, sourcing, screening, site visits, offers, contracts, placement, and orientation.  Consults with management in developing and maintaining a strategic master staffing plan for the organization.  Works closely with multiple hiring managers.  Develops network of community and industry contacts for sourcing and retention purposes.  Presents positive image of Sound Transit while promoting its mission, vision and values.

• In collaboration with company leadership develops foundational strategic and comprehensive recruitment plans in accordance with the needs and goals of Sound Transit.
• Researches sources for qualified candidates.
• Researches and recommends conferences, etc. for Sound Transit to attend.  Attends conferences and other functions to meet potential candidates, learn about issues, which may impact Sound Transit's ability to recruit, and increase the organization's visibility among potential candidates.
• Develops and maintains foundational relationships with contacts in business, academia and other sources which may provide referrals to qualified candidates.
• Tracks recruiting efforts and candidate information utilizing Sound Transit's applicant tracking system. Recommends enhancements to the ATS system as appropriate to improve efficiency and effectiveness of the recruitment function.
• Guides candidates through, and trains hiring managers in the full recruiting cycle. Performs initial interviews to determine candidate suitability for placement for targeted requisitions. Coordinates travel plans and interview schedules for candidates. Performs reference checks on candidate finalists.  Makes hire/no hire recommendations based on the results of those references. Generates offer letters and contracts for selected candidates. Generates offer letters and contracts for selected candidates. Coordinates orientation and on-boarding of newly hired employees.
• Responsible for development and management of annual budget for all recruitment programs within the area of responsibility, including financial analysis and forecasting, monthly variance explanations, program cost/benefit modeling and utilization analysis.
• Stays abreast of trends and developments in the field of Recruitment and sourcing by reading current materials, attending training, and participating in meetings and conferences of professional organizations.
• Assists in preparation of EEO Reporting and Affirmative Action Plan.
• Develops and implements proactive career management, succession planning and knowledge transfer programs, provides individual career counseling to top-performers with further growth potential as well as coaching to managers on how to manage top-performing individuals, facilitating matrix and cross-functional assignments and managing employees' transition points in their careers.
• Coordinates a variety of other HR related programs, projects, and services and serves on a various committees as assigned; attends and participates in professional group meetings; stays abreast of new trends and innovations in the human resources field; maintains awareness of federal, state and local regulations and impact of changes on the Agency; may work on or have lead on special projects or participate as member of other teams.


Education and Experience:
Bachelor's degree in Human Resources, Business Administration or a related field with five years of experience in recruiting; OR a combination of education and experience.

Required Knowledge of:
• Demonstrated ability to generate a high rate of return on the organization's investment in recruiting.
• Excellent communication skills.
• High level of creativity in candidate sourcing.
• Must be able to travel within Washington state for recruiting purposes.
• Ability to work in a multi-cultural environment.
• Demonstrated experience consulting and solving HR business problems.
• Experience with developing, implementing, and meeting functional budget.

Required Skill in:
• Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets.
• Establishing and maintaining effective working relationships with other department staff, management, vendors, outside agencies, community groups and the general public.
• Interpreting and administering human resources policies and procedures and in effectively gathering and analyzing data to develop reports and recommendations related to human resources programs and functions.
• Maintaining confidentiality and communicating with tact and diplomacy.
• Identifying and resolving problems in a timely manner using sound judgment.
• Responding to inquiries and in effective oral and written communication.

• Work is performed in a standard office environment.
• Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
• May be exposed to potentially intimidating and/or unreceptive members of the public.
