Job Description: 

Under administrative direction, provides consultation and coaching leadership to assigned client area(s) by planning, developing and implementing a variety of human resource programs consistent with the area's strategic goals, OHR and institutional objectives.

 

Essential Duties: 

•Leads, directs, and participates in the establishment of HR consulting programs and services to ensure services respond to the needs of the ASU community and are in concert with OHR mission.

•Develops strong partnerships with campus departments and provides professional human resources services in an effort to positively influence organizational performance and results to assist in the achievement of overall organizational objectives.

•Serves on a variety of area, campus, system or university committees representing human resource issues and policies to ensure consistency, collaboration and cooperation in efforts across all constituencies.

•Develops strong partnerships with and provides professional human resources services in an effort to positively influence organizational performance and results and achieve overall organizational objectives.

•Consults with management regarding complex and/or highly sensitive employee relations concerns and issues and in the use of performance management tools, corrective action plans, and effecting disciplinary actions; coordinates legal review of proposed disciplinary actions.

•Provides advice to University Officers, Deans, VP's, AVP's, and Directors on complex and sensitive human resource issues as well as assisting units as they change their organizational structures to increase efficiency and service.

•Creates and delivers internal and campus wide assessment-based education sessions in one or more of the following areas: leadership skills, organizational development, benchmarking and measurement, continuous process improvement, performance management or other human resource management topics designed to increase organizational skills and competencies.

•Works collaboratively with appropriate constituencies to determine effectiveness of current HR delivery programs/services, policies and procedures and recommends revisions accordingly.

•Analyzes and evaluates the impact of proposed legislation and rule changes, assists in the establishment of human resources policies, rules, and procedures; conducts research, analysis, and studies to address issues and problems related to human resources.

•Provides operational and administrative supervision of area as needed to ensure ongoing effective delivery of services.

•Participates in a variety of department, campus and university committees, programs and initiatives representing human resource interests to ensure compliance with applicable state, federal and university policies, practices and regulations

•Initiates confidential and sensitive investigations in response to identified issues/concerns to determine appropriate resolution; works cooperatively and collaboratively with internal resources as needed including, but not limited to: OGC, Diversity Office, Public Safety and OHR subject matter experts

•Reviews and makes recommendations regarding employment relationships to ensure consistency with guidelines and policies; works closely with tax department to ensure compliance with independent contractor requirements

•Periodically, performs payroll/compensation audits to determine accuracy of wages, leave plans and benefit eligibility; identifies and initiates corrective action

Requirements

Minimum Qualifications: 

Bachelor's degree in Human Resources, Business, Public Administration or related field AND eight (8) years of progressively responsible professional human resources experience, which includes three (3) years of supervisory experience; OR, Any equivalent combination of experience and/or education from which comparable knowledge, skills, and abilities have been achieved.

Working Environment: 

Activities are performed in an environmentally controlled office setting subject to extended periods of sitting, keyboarding and manipulating a computer mouse.   Regular activities require ability to quickly change priorities and the ability to clearly communicate verbally, read, and write to perform essential functions.
