Job Details

The Senior Human Resources Generalist has primary responsibility for compensation strategies and programs Agency-wide, management and administration of ADA, FMLA, and LOA programs, administration of our the Agency’s intranet for HR communications, new hire orientation and onboarding, unemployment and employee relations programs for Corporate, Head Start, Foster Care and Adoption programs in accordance with employment law, Agency and licensing standards, and other federal, state, and local regulatory requirements. Co-manage Human Resources Information System (HRIS), engagement survey and performance management system with designated Human Resources team members.

Requirements

Essential duties

· Develop a comprehensive compensation program that is cost-effective for the Agency, meets the needs of the employees and the strategic goals and objectives of the Agency; participate and conduct compensation surveys within labor market and analyze data to make recommendations for a more competitive compensation structure

· Collaborate with Talent Acquisition Manager with the classification of positions based on compensation survey results, which may include re-classification of existing positions

· Work closely with the SVP of Human Resources and the Human Resources team to ensure the compensation strategies and programs are administered in compliance with Agency standards and contractual agreements; partner to include compensation strategies and programs into the Total Rewards program

· Collaborate with Director of Human Resources on the preparation and implementation of the employee engagement survey

· Identify, research, recommend and create employee engagement strategies and initiatives for employees Agency-wide

· Collaborate with Senior Human Resources Generalist to design, develop, implement, evaluate, and manage a performance-based performance management system and program; integrate core competencies that align with the expected performance outcomes of the position and the Agency’s retention and succession planning goals

· Respond to escalated employee injury claims and issues; refer employee for treatment or assistance as deemed appropriate according to Agency and Human Resources’ policies and procedures; prepare employee injury report forms, drug testing, and investigations; prepare monthly, quarterly and annual employee injury reports; continuously educate management and staff on proper safety procedures and protocols, when needed

· Oversee and manage ADA, FMLA, STD, and LTD; administer FMLA, STD and LTD leave benefits; handle LOA administration

· Develop, prepare, modify and maintain a variety of reports or queries using the HRIS to track LOA benefits, such as types of leaves, length of leave, and frequency; review and evaluate LOA policies and make recommendations for improvements

· Respond to employee questions, concerns, and issues about LOA benefits in a timely manner; serve as a subject matter expert (SME) for HR Business Partners as it relates to LOA and refer to Agency broker when needed

· Works with Human Resources Generalist to ensure OSHA logs are completed and submitted in a timely manner

· Oversee the design and communication portal on the Agency’s intranet site for employees Agency-wide

· Collaborate with strategic communications department in internal employee communications program.

· Provide support and coaching to managers at Corporate and other assigned programs as it relates to responding to and resolving employee relation and performance management issues

· Develop and conduct a new hire orientation and onboarding program for Corporate and assigned programs’ new hires

· Update and maintain an accurate position control grid to track FTE’s for budgeting and recruitment purposes; update according to department policy

· Collaborate with HR Generalist and HR Business Partners the Return-to-Work program activities, such as work accommodations, developing and tracking Temporary Alternate Duty agreement, tracking follow-up appointments, and keeping track of Return-to-Work releases

· Work in partnership with Corporate Human Resources to ensure employees are properly following the FMLA, STD, and LTD leave policy; educate management and employees on different leave options and provide and follow-up on required paperwork

· Respond to unemployment claims, educate and train program management on process; coordinate and represent employer at unemployment hearings

· Respond and coach management on how to effectively resolve employee relations and performance issues for assigned programs

· Co-manage the updating and maintenance of Human Resources Information System (HRIS). Train Human Resources team members and management on system

· Other duties as assigned

 

Minimum qualifications

· Bachelor’s degree in Human Resources Management, Human Resources Development, Business Administration or closely related field

· 5 years’ progressive Human Resources experience

· Working knowledge of federal and state employment laws

· Working knowledge of HR practices and trends

· Demonstrated ability to maintain confidentiality at all times

· Identify and resolve problems professionally and in a timely manner; ability to gather and analyze information to respond to issues and make recommendations

· Strong time management and organizational skills with the ability to manage competing priorities, pay close attention to detail and meet deadlines

· Strong interpersonal and people skills with the ability to work independently, within a team environment and with a diverse group of people

· Strong verbal and written communication skills with the ability to effectively work and interact with diverse groups of people

· Proficient with MS Word, Excel and Outlook

Preferred Qualifications

· Master’s degree in Human Resources Management, Human Resources Development, Organizational Development, Organizational Leadership or closely related field

· 5 years of progressive Human Resources experience
