Administers the staffing process for Center 8800 Energy and Geoscience, located primarily in Albuquerque, NM. Develops, supports, and administers a broad range of functions within staffing. Evaluates candidates and refers employee-of-choice candidates to the hiring manager.


  • Partners with the hiring managers to understand hiring needs for specific job postings across a broad spectrum of disciplines.
  • Partners with the Livermore, California HR Support team to manage the requisitions and create offers.
  • Develops postings with required and desired criteria to support appropriate applicant screening.
  • Screens applicants against required criteria and identifies those meeting the minimum requirements.
  • Implements the staffing process and provides just-in-time training to staff and management on the staffing process and requirements.
  • Provides support on management postings.
  • Partners closely with the California and New Mexico Staffing teams to stay abreast of, and provide input into, policy/process changes, and provide back up support as necessary.
  • Serves as the local subject matter expert and point of contact for Sandia staffing policies and processes and interprets and applies policies or provides program guidance within assigned area of responsibility.
  • Ensures that hiring policies, processes, and practices are in compliance with applicable affirmative action and equal opportunity laws, guidelines, and policies.
  • Networks with other subject matter experts to provide expertise and consultation regarding current trends and business standards, best practices and policies, and procedures.
  • Develops staffing measures, metrics, and reports.


We are seeking a Staffing Partner to support Center 8800 Energy and Geoscience, primarily located in Albuquerque, New Mexico. The position will be located in Albuquerque, NM. The incumbent will report to the Division 8000 Staffing and Training Team Lead located in Livermore, California and will be part of the Division 8000 Human Resources Team. Incumbents will need to travel to Livermore, California for meetings several times per year (potentially bi-monthly).

Knowledge, Skills, and Abilities:

  • Awareness and knowledge of relevant federal and state Equal Employment Opportunity (EEO), Affirmative Action (AA), and Americans with Disabilities Act (ADA) laws, regulations, and executive orders as well as U.S. Department of Energy orders related to diversity administration.
  • Working knowledge of diversity, employee development, retention, and employee engagement strategies.
  • Knowledge of talent acquisition theories, principles, and practices as well as an understanding of other areas of human resources, such EEO, AA, and labor relations.
  • Ability to research industry best practices for recruiting, sourcing, and hiring a diverse workforce and apply them to the Sandia environment.
  • Ability to lead teams and successfully execute assigned projects within scheduled scope and costs.
  • Adept in partnering with customers to evaluate the organization’s needs and execute talent acquisition strategies through customer service and communication.
  • Strong analytical skills and proven competence in resolving issues.
  • Understanding of employee enterprise information systems and computer programs.
  • Ability to use analytical skills to develop and assess effective programs and research new areas of focus.
  • Ability to identify and resolve routine problems and assist in making recommendations to management.
  • Ability to conduct research, analyze results, develop alternative solutions, and recommend solutions on problems affecting talent acquisition.
  • Experience preparing and presenting oral and written presentations and reports.

  • Bachelor's degree plus five or more years of relevant experience; or master's degree in relevant discipline plus two or more years of experience.
  • Staffing experience (creating job requisitions, posting jobs, screening resumes, creating offer packages, etc.).


  • Master’s degree in Human Resources or Business.
  • Professional Human Resources certification.
  • Staffing experience in an organization with significant employee base of technical or scientific research personnel.
  • Experience sourcing and recruiting.
  • Extensive use of applicant tracking systems and technology for doing database searches, such as PeopleSoft, Taleo, Kenexa or similar systems.
  • Knowledge of internet sourcing tools and methods, including highly-developed proficiency with Boolean search techniques, internet mining, technical/discipline-specific resume databases, and ATS database search techniques.

Security Clearance:

Position requires a Department of Energy (DOE)-granted L-level security clearance.

Sandia is required by DOE directive to conduct a pre-employment drug testing, and a pre-employment background review that includes personal reference checks, law enforcement record and credit checks, and employment and education verifications. Applicants for employment must be able to obtain and maintain a DOE L-level security clearance, which requires U.S. citizenship.
