SUPERVISOR OF TALENT MANAGEMENT


 

Human Resources announces an opening for the position of Supervisor of Talent Management. This is a twelve-month position, Grade E-13, on the administrative and supervisory salary scale with a salary range of $83,631 – $125,961 (2017- 2018 salary schedule).

 

DISTINGUISHING FEATURES OF WORK


  • Works directly with the Assistant Superintendent for Human Resources and the Director of Talent Acquisition and Management with the administration of the employment on-boarding and professional learning function for Arlington Public Schools (APS).

   

  • Supervises subordinate staff in tracking and controlling positions, posting job vacancies, on-boarding new hires, setting-up employees in the HR Information System (HRIS), providing a wide range of HR programmatic and support services to managers, employees and job applicants (primarily in the functional domains of employment, personnel action processing, benefits/retirement and payroll), and reporting to the Virginia Department of Education (VDOE).

   

  • Plans/assigns/reviews work, deploys personnel, monitors work operations, obtains effective results and performs a full array of supervisory personnel functions for a staff of HR specialists, technicians and clerical personnel.

  

  • Leads special projects/teams, as assigned. Works in, or leads, the hiring process at critical times such as the absence of the supervisor or during the peak recruitment and hiring periods. Impact of the work is realized in provision of various HR services internally and externally, personally and by subordinates. Performs related functions.

 

  • Most work flows to the incumbent consistent with functional responsibilities; incumbent plans and manages the work program independently in consultation with the supervisor and the Director of Talent Management and Acquisition.

 

  • Work is expected to meet Federal, State and APS guidelines, APS management objectives, programmatic objectives and other requirements/standards. Work is evaluated in terms of effectiveness in meeting them, quality, quantity, timeliness, teamwork, customer service and other factors such as skill and ingenuity in overcoming operational problems.

 

  • The incumbent plans, assigns and reviews work of, and directly supervises day-to-day, a team of 6 specialists and clerical staff. The incumbent has no student supervisory responsibilities.

 

  

ILLUSTRATIVE EXAMPLES OF WORK

  • Manages the Employment Processing Team of HR specialists, technicians and clerical staff.

 

  • Functional oversight responsibilities include applications management, vacancy posting, new hire/personnel action processing and orientation, records and reports, position/account control, etc.

 

  • Performs a full range of supervisory human resource (HR) management functions at the first-level of supervision – to include staff recruitment, training and development, performance monitoring, etc.

 

  • Screens and reviews applications, resumes, and transcripts for employment eligibility, refers applicants to principals and supervisors, participates in recruitment activities, and works with fulltime, part-time, temporary, seasonal and trainee placements (including student teacher placements) in collaboration with the Talent Acquisition and Management Team.

 

  • Interprets and explains employment policies and procedures for school officials and college representatives.

 

  • Administers the personnel action processing function for instructional and support professionals. Distributes, collects and processes paperwork required for new hires, promotions, transfers, and resignations. Approves hire and transfer transactions. Oversees the input of data into the automated applicant tracking system.

 

  • Assists the Assistant Superintendent for Human Resources in formulating internal operations and procedures.

 

  • Oversees and monitors the APS Pay Plan and implementation of School Board-approved salaries and compensation adjustments.

 

  • Manages the years of service record system and award program; serves as liaison with internal departments and external agencies.

 

  • Keeps abreast of developments in the fields of assigned programs, of the strategic initiatives, goals and key HR-administrative objectives/issues of APS, and of the diversity of the communities served by APS.

 

  • Communicates and interacts effectively with internal and external business contacts including APS personnel at all levels, universities/colleges, job applicants and the public.  

 

  • Maintains confidentiality of data, including legally-protected personal information, sensitive decision-making and programmatic data, and other sensitive information.

 

  • Performs related work, as assigned or on own initiative.

 

 

 

 

 

Requirements

MINIMUM EDUCATION, TRAINING AND EXPERIENCE REQUIREMENTS


 

  • A Bachelor’s in Human Resources, Business, Social Science or any other field providing a strong foundation for success in the duties and responsibilities in this class specification, or an equivalent combination of education, experience and training that totals four years, is required.

  

  • Five years of progressively responsible experience in HR with emphasis on recruitment, selection and placement processing and including substantive work in most of the essential functions in this class specification are required. (Of these five years, at least two years of experience in a public school system recruiting and placing school administrators, teachers and other school personnel are preferred.)

 

  • Education, experience or training indicating the ability to perform successfully as a first-level supervisor such the ability to plan/assign/review work, deploy personnel, monitor work operations, obtain effective results and perform a full array of supervisory HR management and EEO functions are required.
