The Office of the State Superintendent of Education (OSSE) is committed to recruiting and developing a talented workforce committed to serve the local educational agencies, community based organizations, families and students of the District of Columbia. OSSE is a large organization, composed of nearly 400 general staff members and nearly 1,400 transportation staff members, and serves as the state education agency for DC as well as a DC city government agency.

The OSSE HR group is composed of 20+ talented and enthusiastic individuals, spanning five functional teams: recruitment, employee relations, payroll, compliance, and training & organizational development. The team focuses on its three goals: a) attracting, retaining and developing top-notch talent at OSSE b) building a model human capital team within the District of Columbia government c) making OSSE the best place to work in the District of Columbia.

OSSE is looking for a Human Resources Manager to continue to strengthen our group and drive operational excellence. The Human Resources Manager will report to the Director of HR and be responsible for managing a set of functional teams. The specific functions of the job will include:

Managing a set of functional teams

  • Managing various HR functions and ensuring smooth operations, compliance with various rules and regulations, and the provision of optimal customer service.
  • Providing appropriate coaching and development to individuals and teams—ensuring all can reach their individual and collective potential.
  • Ensuring the institutionalization (e.g., clarification of roles and responsibilities, documentation of processes) and continued streamlining of HR operations to ensure sustained excellence.

Driving culture change across the agency through the systematic use of HR levers

  • Working closely with OSSE’s HR people analytics function and HR functions to develop strategies for driving culture change to meet larger agency goals.
  • Leading large and/or complex projects—in partnership with both internal and external stakeholders.

Acting as an in-house expert on issues relating to HR policies and human capital best practices

  • Building close and trusted relationships with relevant internal stakeholders (e.g., office of the general counsel, managers, staff, HR staff, leadership team members etc.) and external stakeholders (e.g., DC Department of Human Resources, DC Office of Pay and Retirement Services etc.).
  • Providing expert opinion for decision-makers on issues relating to HR policies (e.g., federal and District rules and regulations, OSSE practices etc.) and human capital best practices


  • Strong HR experience with unions and blue collar workers
  • Experience with driving HR results within a government setting
  • Strong project management and process management skills; track record of experience implementing complex and time-sensitive projects
  • Impeccable integrity, judgment, and discretion

Licensures, Certifications and other requirements

Certification from the Human Capital Institute, Society for HR Management, and/or the HR Certification Institute preferred.


Bachelor’s degree from an accredited four-year college or university preferred, or an equivalent combination of education, training, and experience.

Work Experience

A minimum of three (3) or more years of relevant experience. A minimum of three (3) or more years managing and motivating a mid-sized team to achieve sustained operational results.
