Talent Development Manager (R17-540)

Oversee the planning, design and delivery of the learning and development activities across the organization. Directs the strategic management of PGE’s Talent Development programs including Distribution, Generation and Customer Service operations to promote and ensure effective customer-oriented operations, safe work practices and maximize capabilities of employees, ensuring that our training continuously complies with regulatory requirements and are documented. This includes new employee technical training, training by position, compliance training as required by OSHA, refresher training, safety training, customer service training and apprenticeship training. Oversee and direct PGE’s employee learning and development, including the Onboarding Program, the Mentorship Program, Corporate University program, and the Learning Management System to ensure deliverables align with corporate strategies, goals and initiatives.

Ensure that all talent development and training functions are cost-effective and that resources are effectively utilized by directing, selecting, training, focusing, resourcing, coaching, motivating, disciplining, demanding accountability, evaluating and rewarding performance, developing operating plans and budget, monitoring expenditures, and directing the efforts of training staff and rotational and contract personnel. Provide the vision, strategy and leadership to energize and motivate talent development staff to take PGE’s development and training efforts into the future. Be a champion PGE’s commitment to employee development, training and continuous learning.

Direct training efforts and leverage resources with client management to ensure effective and efficient delivery methods to mitigate clients resulting operating costs when their employees are taken off line to train, thereby impacting scheduling of customer work and operating needs. Lead effort to coordinate and collaborate with client managers on training programs on a regular basis to ensure most effective training processes and utilization of overall resources.

  • Demonstrated ability to engage employees in ways that stimulate them to put forward their highest skills and best efforts.
  • Demonstrated ability to delegate, plan, resource the work, reward employees for good performance and deal with poor performance.
  • Demonstrated ability to align employee’s skills to the right work; create good performance systems and leverage technology.
  • Demonstrated ability to develop staff to build employee competence for current and future work; develop a strong teamwork ethic; coach employees to learn and grow from experience.
  • Demonstrated ability to redesign and make improvements to the structure of roles, work processes and performance systems.
  • Demonstrated ability to promote initiatives to sustain and enhance the unit’s capability to perform in the future.
  • Demonstrated ability to achieve results by aligning the units efforts to the larger organization; goal setting; resourcing the work effectively; partnering with other work units to achieve common goals and review results to ensure objectives are met.

The successful candidate will typically have 10 years or more of management experience preferably in operations, human resources and/or employee education/training focus and a BS/BA degree with emphasis in operations management, HR management, business administration, Organizational Development or Education.
