Position Description

Responsible for leading the design, development, and delivery of talent development programs and activities that build and strengthen capacity of staff and maximize organizational ability. Develops the overall strategy to support talent development initiatives specifically focused on leadership and management. Works with senior leadership to build a framework to develop the next generation of leaders. Recommends guidelines for professional development at the agency and provides guidance on engaging and meaningful learning activities to employees and management.


• Designs, develops and maintains high-quality training materials and learning resources which align with agency objectives and are reflective of WestEd culture. Works closely with senior leadership to understand ongoing needs for employee development. Develops overall training strategy, articulates annual goals based on needs assessments, creates and manages work plans, and implements professional development activities.
• Oversees the implementation of management and leadership development learning activities. Responsible for curriculum development in areas of leadership and management, facilitation of classes, and oversees the administration of management assessments and tools. Provides coaching on an as-needed basis.
• Partners with programs and departments to identify training and development needs required for organizational performance and growth. As requested, may work with internal subject matter experts to design learning, determine effective delivery methods, and develop content. May also facilitate train-the-trainer sessions to subject matter experts.
• Works with senior leadership to create a strategy and build a framework to develop the next generation of WestEd leaders. Identifies core set of leadership competencies. Develops long-term leadership development plans that illustrate broad categories of career development. Designs a curriculum plan that maps knowledge, skills, and abilities to different job classifications and specifies different learning activities for each level. Identifies formal and informal learning activities that can develop talent of high potential employees. Provides guidance on how to effectively engage in specific talent development activities.
• Manages scheduling and logistics for professional development activities. Develops systems and processes to track training metrics that demonstrate effective outcomes for the organization.
• Acts as a resource for the agency’s performance evaluation and planning system, process, and tools. Ensures that the talent development strategy is in direct alignment with the performance planning system.
• Responsible for managing and maintaining technology-based content, including the professional development intranet page, web-based training and other e-learning programs. Collaborates with other departments and programs to develop web-based training that is designed for the adult learner and provides accurate and timely information.
• Develops methods for evaluating program effectiveness. Identifies data sources to measure training effectiveness, tracks and reports metrics to senior leadership.
• Manages the training budget. Conducts analysis of buy vs. build for variety of professional development activities, including leadership development.
• Manages vendor relationships and the work of multiple vendors as needed.


1. Ten or more years of progressive career experience developing and delivering effective learning and professional development programs; and
2. A bachelor’s or master's degree in Human Resource Development, Instructional Design, or Organizational Development, or other relevant area.
3. Ability to apply learning theory and techniques to the work environment and guide development of training practices to align with company objectives.
4. Understanding of change management and how that affects the work force acceptance of initiatives to promote an effective training and development program.
5. Ability to develop collaborative working relationships to achieve goals.
6. Must have five or more years’ experience with web collaboration and virtual meeting tools, PowerPoint, survey tools and e-learning.
