Littleton Regional Healthcare and North Country Healthcare System


New Hampshire

The affiliation of the four New Hampshire critical access hospitals in April, 2016 -- Androscoggin Valley Hospital, Berlin; Littleton Regional Healthcare; Upper Connecticut Valley Hospital, Colebrook; and Weeks Medical Center, Lancaster launched a new system called North Country Healthcare (NCH). In May, 2017 the fifth entity is joining the System, North Country Home Health and Hospice, making NCH the largest employer in the region with 1400 employees. The strategic goal of the System is to coordinate the activities of the five affiliates in the areas of planning, administration, purchasing, human resources, marketing, finance and contracting. Its goal is to maintain access to high quality, affordable health care throughout the North Country.


The Vice President and Chief Human Resources Officer will be responsible for developing and executing human resource strategy in support of the overall business plan and strategic direction of the System. The individual provides strategic leadership by articulating HR needs and plans to the System executive management team and board of directors. The position will also selectively perform and oversee the daily human resource operations at Littleton Regional Healthcare (LRH).

This position has a dual reporting relationship to the the CEO of North Country Healthcare (NCH) as well as the President of LRH. We are looking for candidates who can prove they are leaders and strategic thinkers, effective people managers and problem solvers. The goal is to promote the role of strategic HR and insure the long-term success of both HR and the System as a whole.



Essential Functions – North Country Healthcare System

  • Establish and implement HR efforts that effectively communicate and support the System’s mission and strategic vision.
  • Develop HR plans and strategies to support the achievement of the overall business operations objectives.
  • Function as a strategic business advisor to the HR executive/senior management of each hospital regarding key organizational and management issues.
  • Work with the System executive management to establish a sound plan of management succession that corresponds to the strategy and objectives of the firm. 
  • Develop comprehensive strategic recruiting and retention plans to meet the human capital needs of strategic goals.
  • Develop and implement comprehensive compensation and benefits plans that are competitive and cost-effective for the System.
  • Provide overall leadership and guidance to the HR function by overseeing talent acquisition, career development, succession planning, retention, leadership development, compensation and benefits.
  • Insure all procedures comply with legal regulations and best practices.
  • Analyze the effectiveness of HR operations and policies across the System through metrics and analytics.
  • Insure that the HR team is capable of meeting the highest standards of customer service, and leverages personal knowledge of HR content and best practices to assure thorough alignment of HR and organizational strategy.


Essential Functions – Littleton Regional Healthcare

  • Organize and direct all aspects of the HR function on a daily basis to include recruitment, compensation, benefits and employee relations.

  • Initially maintain responsibility for recruitment functions as well as responses to employee relations issues.

  • Maintains role as subject matter expert to leadership regarding HR policy matters and employment law.

  • Reviews and updates policies and procedures with appropriate approvals and employee notification

  • Maintains metrics for administrative use on a periodic and ad hoc basis.



Key Requirements and Competencies

The ideal candidate will be a proactive and enthusiastic leader who can inspire others on the team. They will be an approachable leader with integrity,transparency, superior communication skills and the ability to build relationships at all levels in the organization.


Required Education and Experience

  • BS/BA degree from an accredited college/university in Human Resources, Psychology, Organizational Development or other related field.

  • Minimum of 10 years progressive Human Resources experience, with at least 5 years of senior executive HR leadership experience.

  • Demonstrated management capability with broad knowledge of HR services needed within a System to include HR strategic planning, employment laws and regulations, benefit design,organizational development, change management, process improvement and employee engagement.

  • Experience driving a patient-focused culture.

  • Experience integrating affiliates into a System.

  • Conflict resolution and consensus building

  • Budgeting and financial savvy.



Preferred Education and Experience

  • MBA or MA/MS in human resources or related field.

  • SHRM Certification (SHRM-SCP and/or CP) or HRCI Certification (SPHR or PHR).


  •  Work Environment/Physical Demands 

  • This position operates in a a professional office environment. This role routinely uses standard office equipment. The position may require long hours, occasional weekend work, and travel between the four hospitals as appropriate to implement strategic HR initiatives.

  • Required prolonged sitting or standing for periods of time.

  • Required eye-hand coordination and manual dexterity sufficient to operate standard office equipment.

  • Required normal range of hearing and eyesight for communication.
