Job Details

A strategic leader who delivers organizational impact through people systems. Develops and directs the company’s human resource goals and strategies to support organizational success and business operations. Provides leadership to advance the company’s vision and strategic plan. Collaborates with executive team regarding talent deployment to attain strategic objectives. Develops talent acquisition strategies and implements plans to attract internal and external talent. Oversees human resources policies and programs for the entire company, including: benefits, payroll, training, compensation, employee relations, employment, indoctrination, organizational planning and development, safety and health and statutory compliance.

KEY RESPONSIBILITIES/ESSENTIAL FUNCTIONS: 
1. Plans, organizes and directs activities of the Human Resources department including payroll. Prepares budget of HR operations and develops departmental goals, objectives and projects. Directs the preparation and maintenance of necessary reports to carry out functions of department. Prepares periodic reports to management, as necessary or requested.
 
2. Directs and makes recommendations as it relates to employee and management training in a variety of HR-related policies, programs and areas for improvement. Responsible for operation oversight of the Training & Development Committee. Responsible for overseeing company training programs by assessing needs from the various departments and developing outcomes-based curricula to meet employee's needs. Responsible for creating policies and procedures related to training as well as developing tracking systems to monitor the effectiveness of training. Promote the corporate strategic plan and culture. Coordinates and implements the training aspects of the CommunityCare of Oklahoma Internship program.
 
3. Identifies legal requirements and government reporting regulations affecting the human resources function (e.g. EEO, ERISA, FMLA, FLSA, OSHA, ADA) and ensures policies, procedures and reporting are in compliance. Acts as primary contact with legal counsel and with government agencies on all such issues.
 
4. Analyzes and establishes wage and salary structure, pay policies, performance appraisal programs, employee benefit programs & services and company safety and health programs. Reviews all salary adjustments for appropriateness. Make recommendations as needed. Monitors all programs for effectiveness, compliance and equity within the organization.

5. Ensures systems are in place to develop a robust talent pipeline utilizing best-practice interviewing techniques throughout the company at all times. Directs recruitment efforts for all company positions. Negotiates recruitment fees or contracts. Interviews candidates as needed.

6. Responsible for oversight, maintenance and management of the company’s Intranet. Identifies areas of improvement and automation and works closely with the company’s Webmaster to implement new programs, changes and revisions.
 
7. Directs and reviews administration of various employee benefit programs including: group insurance, medical, dental, life, AD&D, LTC, 401(k). Reviews and authorizes workers' compensation claims and accident reports to determine accuracy and completeness and ensure adequate investigation.
 
8. Formulates and recommends human resource strategies, policies and objectives for the company. Determines and implements employee relations programs necessary to establish a positive employer-employee relationship and promote a high level of employee morale.
 
9. Responsible for operation and oversight of the Community Action Committee (CAC), plans, organizes, directs, recommends and implements various CAC activities as it relates to the Company both internally and externally.
 
10. Selects and coordinates use of human resource consultants, insurance brokers, insurance carriers, pension administrator, training specialist, labor counsel and other outside sources. Performs other duties as required.

Requirements

Knowledge/Skill/Ability

  • Generalist background with broad knowledge of employment, compensation, organizational planning, employee relations and training.
  • Ability to read, analyze and interpret the most complex documents.
  • Excellent problem solving and organizational skills.
  • Ability to respond effectively to the most sensitive inquires or complaints. Must possess strong "relational competency" with ability to interact positively with all levels.
  • Proficient in the use of database applications including Word, Excel, Access and PowerPoint.


Equivalent Education/Experience

  • Bachelor's degree in Human Resources or equivalent discipline. MBA preferred.
  • PHR or SPHR preferred
  • 10 - 15 years’ experience in increasingly responsible management positions within Human Resources.
  • Minimum of three years’ recent experience as the top Human Resource Executive.
  • Ability to make effective and persuasive presentations. Excellent written and oral communication skills.
  • Successful completion of Health Care Sanctions background check.
  • Ability to converse and write fluently in English.
